- The Joint Base Lewis McChord Health Contracting Cell (WRCO) is seeking information on best commercial practices for the delivery of Accelerate Full Pheno System and blood culture test kits. Products must be capable of connecting to and working with this equipment. THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes - it does not constitute a Request for Quote (RFQ) or signify an RFQ will ultimately be issued. This request for information does not commit the Government to a contract for any supply or service whatsoever. Further, Joint Base Lewis McChord-Health Contracting Cell (JBLM-HCC) is not at this time seeking quotes. Respondees are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party's expense. Not responding to this RFI does not preclude participation in any future RFQ, if any is issued. It is the responsibility of the potential offerors to monitor this site for additional information pertaining to this requirement. This is a RFI only to identify sources that can provide lease of Accelerate Full Pheno System with blood culture test kits for the Department of Pathology, Madigan Army Medical Center (MAMC), Joint Base Lewis-McChord, Tacoma, Washington 98431. All submissions become Government property and will not be returned. The Contractor will be expected to deliver Accelerate Full Pheno System for the Department of Pathology, Madigan Army Medical Center (MAMC), Joint Base Lewis-McChord, Tacoma, Washington 98431. The Government anticipates that a solicitation, if issued, would consist of a one year contract and two one-year option periods that would commence as early as 29 January 2018. All submissions must clearly specify how many kits equal one case. All submissions must be brand name or equal. Salient Characteristics are listed below: The Accelerate Pheno system with blood culture test kits provides rapid ID and susceptibility testing for positive blood cultures. It tests directly from the positive bottle and reduces turnaround time by 24 hours on susceptibility testing. It covers the common organisms found in blood infections. A. Must be Food and Drug Administration (FDA) approved. B. Must have Morphokinetic cellular analysis C. Must have generation of a minimum inhibitory concentration (MIC) D. Must have organism ID and susceptibility in the same test kit E. Must be able to performs one test at a time F. Must have results in under seven hours G. Must have testing performed directly on aliquot of positive blood culture bottle H. Must not have additional manipulation of sample after drawing from blood culture bottle (No centrifugation, no lysis, no buffering, no culture isolation, no reagent prep) I. Must be able to provide complete system validation (or assist facility with validation, as needed) J. Must be able to provide training for staff how to use and troubleshoot the system K. Must be fully automated walk‐away system L. Must have Automatic Start/Stop feature included M. Must be equipped with onboard quality control (QC) record keeping N. Must have safety considerations that provide minimal exposure to hazardous reagents O. Must have additional safety features such as run stops when door is opened P. Must operate within the existing environmental conditions of 15‐35 °C and 15‐75% relative humidity Q. Must be nominal 120 Voltage, AC 50/60 Hz, 12 Amps. In order to aid in a possible determination to set-aside the requirement under Federal Acquisition Regulation Part 19, the Government requests that respondents indicate their business name, point of contact, business type (large business, small business, service disabled small business, etc.) in their response. North American Industry Classification System (NAICS) Code for this requirement will be 325413 (In-Vitro Diagnostic Substance Manufacturing, 1,250 employees). Responses in Microsoft Word for Office 2010 compatible format are due no later than 31 January 2018, 12:00am PST. Responses shall be limited to five pages and submitted via e-mail only to neal.hurst2.mil@mail.mil. Proprietary information, if any, should be minimized and MUST BE CLEARLY MARKED.
