- NASA/GSFC has a requirement for pressurant and liquid filters for Europa Clipper Propulsion Subsystem. The Europa mission is being implemented as a joint partnership between the Jet Propulsion Laboratory (JPL), the John Hopkins Applied Physics Laboratory (JH/APL), and NASA GSFC. NASA has planned the Europa mission, which will conduct detailed reconnaissance of Jupiter's moon, Europa, and investigate whether the icy moon could harbor conditions suitable for life. This mission will place a spacecraft in orbit around Jupiter in order to perform a detailed investigation of Europa. NASA/GSFC intends to purchase the items from VACCO Industries, Inc. located at 10350 Vacco St., South El Monte, CA 91733. VACCO Industries, Inc. is the only known source which can produce a spaceflight qualified etched-disk type filter with the capability to meet the Europa Clipper propulsion filtration requirements. Spaceflight qualified etched-disk filters are specifically required for the Europa Clipper propulsion system due to the fact that they do not generate particulate, can be precision cleaned during assembly, and provide a highly repeatable and accuracy absolute filtration rating. The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to Darrin Holland at Darrin.L.Holland@nasa.gov no later than 4:30 pm EST on February 12, 2018. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
