7 1. Title: Electronic Communication Boards operation 2. Purpose: The Central Arkansas Veterans Healthcare System (CAVHS) hereby issues the following Sources Sought to Request Information (RFI). This RFI is to seek contractors with the capability to provide CAVHS with all labor, tools, supervision, software, license, management, and personnel required for operation of CAVHS Electronic Communication Boards. Seeking contractor with the capability to provide subscription software and operation of all the communication boards owned by CAVHS. 3. Objective: To find qualified and certified contractors with the capability to provide services to the government owned Electronic Communication Boards. NOTE: Contractor shall be an authorized vendor, trained technicians, posses licenses and certification for equipment and services to meet all government requirements and objectives. All Questions shall be answered in Section 5 for the government to consider contractor with the capability to meet the government requirement. 4. Place of Performance: Equipment located at VA Medical Center, 4300 W. 7th Street, Little Rock, AR 72205 and 2200 Ft. Roots Drive, North Little Rock, AR 72114. 5. Responses Requested: The CAVHS requires the following questions answered in this RFI: Questions that are not provided shall be considered non responsive to the Request for Information. a. Is the contractor an authorized vendor with certified technicians to meet all government requirements and objectives in the Draft Performance Work Statement (See Attached)? Contractor shall attach authorization letter to be viewed by the government to be considered as part of the Market Research and responsive to this Sources Sought notice. b. Does the Contractor possess the capability to obtain software if required for Government equipment? Contractor shall attach authorization letter and capability to be viewed by the government to be considered as part of the Market Research and responsive to this Sources Sought notice. Contractors shall also provide their point(s) of contact name, address, telephone number, and email address; and the company's business size, and Data Universal Numbering System (DUNS) Number. e. Is your company a small business, SDBs, HUBZone, or 8A concern? Please provide proof of qualifications. f. Provide in your capability statement a list of active contracts for commercial, federal, state, and local governments. List Contracts shall provide communication on the government requirement illustrating the capability for comparison. g. Is your company available under any Government Wide Agency Contract (GWAC), General Services Administration Schedules (GSA), Indefinite Delivery Indefinite Quantity (IDIQ), and/or Blanket Purchase Agreement (BPA)? If so, please list the contract number and a brief summary of the products and services provided. h. Provide a short summary of your potential approach to this type of contract and meeting the specific requirements per the draft Performance Work Statement and your experience managing similar contracts with similar requirements for CAVHS. 6. Opportunity: The CAVHS, is seeking information from potential contractors on their ability to provide this service. THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. Small Business Concerns are encouraged to provide responses to this RFI in order to assist the CAVHS in determining potential levels of competition available in the industry. Contractor shall possess the capability to provide all requirements and objectives. 7. Instructions and Response Guidelines: RFI responses are due by January 31, 2018 at 11:00 am (EST); size is limited to 8.5 x 11 inches, 12-point font, with 1-inch margins in Microsoft Word format via email to bailey.long@va.gov. All Questions shall be submitted by January 29, 2018 2:00pm(CST) via email to bailey.long@va.gov. Telephone requests or inquires will not be accepted. The subject line shall read: 36C25618Q9147 Electronic Communication Boards Operation NO SOLICITATION EXISTS AT THIS TIME. There is no page limitation on subparagraphs 5(a) - 5(h). All Questions shall be answered to be considered as part of the Market Research for capable contractors to meet the government requirements. Please provide additional information you deem relevant in order to respond to the specific inquiries of the RFI. Information provided will be used solely by CAVHS as "market research" and will not be released outside the CAVHS Contracting Team. This RFI does not constitute a Request for Proposal (RFP), Invitation for Bid (IFB), or Request for Quotation (RFQ), and it is not to be construed as a commitment by the Government to enter into a contract, nor will the Government pay for the information submitted in response to this request. All information contained in this RFI is preliminary as well as subject to modification and is in no way binding on the Government. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the U.S. Government to form a binding contract. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to perform the requirements. Draft Performance Work Statement Central Arkansas Veterans Healthcare System BACKGROUND: Communication is imperative to any organization and Central Arkansas Veterans Healthcare System has a continuous need of reaching its patients, visitors and employees in a variety of formats. The Electronic Communication Bulletin Board System offers an easy, automated way to spread information to a wide audience in a short amount of time. It provides a way to inform, educate and make people aware of what is going on in the medical center, what events are coming up, and a way to promote awareness of specific health-related topics/requirements. Electronic communication decreases the number of posters put up on walls in the medical center, supplements the employee and patient newsletters because of its timeliness, and focuses attention on key issues such as Veterans programs, safety, quality and teamwork. SCOPE: Potential Contractor to provide a 12-month Electronic Communication subscription service for an internet based Electronic Communication Bulletin Board System and continue to provide warranty service and technical support. This system simultaneously displays custom media and subscription media on 55 monitors throughout Central Arkansas Veterans Healthcare System, to include Community Based Outpatient Clinics and Day Treatment Center. Contract shall cover 02/01/2018 to 01/31/2019 plus four one-year options exercised at the Government s discretion. This system consists of 55 units - 8 Master Units and 47 Clone Units. In addition to the subscription media, this system allows authorized VA staff to load and deliver custom media to the system in Excel, PowerPoint, Word, MPEG, WMV, AVI, Flash, QC codes, and web page formats. Any warranty work shall be accomplished during normal business hours (8:00am to 4:30pm) Monday thru Friday, excluding Federal holidays. VA staff shall be able to utilize a VA computer to upload custom media over the Internet through a secure password protected 128 bit SSL encrypted link to the system. The Master Units shall allow monitoring of the complete system by means of a user friendly intuitive at-a-glance interface on the Master Unit. The Contractor shall be paid the annual subscription fee before 09/30/2017. There shall be an option to purchase additional subscription years. Contractor shall provide and deliver automatically updated media and graphics related to health care industry delivered to the monitors via a VA furnished internet connection. These shall be in the form of at least 40 healthcare/workplace items each month. Topics of subscription content provided by Contractor shall relate to: Veteran audience Patient safety Proper nutrition Home safety Customer courtesy Patient privacy Senior citizen issues Workplace safety Teamwork Aesthetically pleasing images of nature Subscription media and graphics shall avoid controversial subjects such as weapons, violence, politics, suggestive/offensive language, illegal substances, and slang. Contractor s subscription computer shall deliver updated media, graphics, video, clipart, and templates and frequently check in with the units to verify proper operation. This project also requires a provision to place instant messages and a continuous internet feed providing relevant news and local weather updates on the monitors. Subscription media and graphics shall be loaded onto the Clones by the Contractor s computer during off hours. Subscription media shall not continuously stream over the internet to the Clones. Subscription media shall include CAVHS logos and text in the form of a banner nameplate. Nameplate must be developed with logos provided by the Communications Office and approved by the Communications Office. Subscription videos shall have closed captions in compliance with Section 508. Contractor shall continue to provide technical support via phone and/or email during the contract period. Contractor shall continue to provide on-site warranty on all items furnished under the previous contract. The original warranty on 55 computer & screen component systems began on 10/01/2014 and expires 09/30/2017. Contractor shall provide an extended warranty on 55 computer & screen component systems to begin on 10/01/2017 and continue through the exercise of option periods until the contract has expired. Contractor shall provide an onsite service call within 48 hours and complete repairs or replacement of any defective equipment. LOCATIONS: Locations are subject to change.
