Description
The USDA Animal Plant Health Inspection Service, Plant Protection and Quarantine facility in Edinburg, TX needs to find new sources for Gray septa used for their production of insect lures for the Cooperative Agricultural Pest Survey (CAPS) program. On a yearly basis we they use between 60,000 to 100,000 septa and require a very pure and non-contaminated product in order to assure reliable monitoring of targeted pests. Last known Source: West Pharmaceutical Services, Inc. 101 Gordon Dr Exton, PA 19341-1320 Background: The gray septa is a rubber sleeve stopper used in the pharmaceutical industry for the capping of vials containing injectable drugs for human consumption, but the CAPS program uses them for vessels to hold pheromone for insect lures. The chemical makeup of the septa is optimal for pheromone absorption and retention in order to allow a controlled and slow release out in the field. The septa consist of an elastomeric formulation with a PIB type base polymer, a non-reactive ingredient, making up 0.5-4.2% by weight. Objective: Our production is seasonal, therefore we use our yearly supply of septa (about 100,000) within about 3-4 months in the winter through spring seasons. Our short lure production season and potentially looming emergency programs, i.e. previous Light Brown Apple Moth and European Grapevine Moth emergency programs, demands an adequate septa supply to insure our ability to meet expected and emergency lure demands for the CAPS program. This is not a request for competitive proposals, but instead a market research method to determine interested sources. A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No requests for capability briefings will be honored as a result of this notice. Interested sources who submit data are responsible for appropriately marking information if it is proprietary in nature. Include descriptive literature such as illustrations, drawings, or a clear reference as a supplier for the previously furnished descriptive data or information. The Government will not award a contract based on the information received, nor reimburse participants for information or any samples they provide.
