- Request for Interested Manufacturers FROM: (Harry Schonau/AFMC/AFLCMC/WNZ) TO: DLA Aviation Procurement Operations at Warner Robins (SPRWA1) LOCATION: Robins AFB, GA 31098-1813 FBO Post Title: Request for Interested Manufacturers for the Fast Characterization Tool (FaCT) 4920-01-571-1970, 4920-01-565-4320 SUBJECT: Market research is being conducted to identify potential sources that may possess the expertise, capabilities, and experience to meet the requirements for qualification and production of the procurement and relocation of 42 total Fast Characterization Tool (FaCT) (of aircraft types F-15 and F-16 FaCT Systems as listed in the table below: Part Number NSN Common Name Quantity MB559CA-00 4920-01-571-1970 Fast Characterization Tool 25 MB559A-10 4920-01-565-4320 Fast Characterization Tool 17 ITEM DESCRIPTION The FaCT is used in support of the Joint Helmet Mounted Cueing System (JHMCS) for the F-15 & F-16 aircraft. The FaCT is support equipment that generates magnetic compensation data for the JHMCS. It is a commercial tool used for characterization of the electromagnetic field in user-defined volumes. It has commercial and military applications. FaCT is an alternative to the existing Cockpit Metal Magnetic Mapper (CMMM), which is used to characterize the electromagnetic field in aircraft cockpits equipped with JHMCS. FaCT is designed to perform the characterization process in significantly less time than CMMM, including preparation, setup and process time. Procurement of both software and hardware, to include the toughbook, cables, camera and USB, are required. The FaCT was purchased as an alternate to the existing CMMM used to characterize the electromagnetic field in the aircraft cockpits equipped with JHMCS. Each JHMCS cockpit must go through a process called mapping, in which the actual magnetic field in the cockpit is measured and a Magnetic Compensation Data (MCD) is generated. This data is stored within the Helmet Mounted Display System (HMDS), and enables accurate Line of Sight (LOS) calculation. Without additional procurement of the FaCT, the F-15/16 pilots will not have JHMCS capability. A lack of the said capability could jeopardize the pilot's line of sight, degrade successful mission accomplishment and ultimately, compromise our national security. Impediment to Competition: The original equipment manufacturer for this item is Rockwell Collins-ESA Vision Systems (RCEVS) (CAGE 6VSE4), which maintains its configuration by part number and software version. The Government does not own any data, drawings, schematics, or any other releasable technical data in support of this requirement. As a result, RCEVS is the only known source with adequate knowledge of the FaCT performance requirements and possession of the required technical data and capabilities needed to produce this item and ensure compatibility of the equipment. INTEREST The DLA/AWB Contracting Office intends to award a sole source contract to RCEVS for the manufacture of the FaCT in support of the JHMCS program. Other interested parties may identify their interest and capability to respond to the requirement no later than 12 Feb 2018, 3:30 pm EST to Harry Schonau at harry.schonau.1@us.af.mil and/or dla.dlr.proc@us.af.mil. The Government intends to procure these items using Other Than Full and Open Competition as prescribed by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.
