Description
The General Services Administration (GSA) is conducting market research and acquisition planning for emergency construction-related repairs at the J.W.McCormack Federal Building located in Boston MA. This Special Advance notice requests information regarding the contemplated scope and schedule from contractors qualified and capable of performing the emergency repairs described below. THIS IS A SPECIAL NOTICE to identify sources and to assist in determining the efficacy of the Government's acquisition strategy. This is not a request for quotations or a request for proposals and no contract will be awarded directly from this Special Advance Notice. The Government requires exterior masonry repair and repointing at the J.W.McCormack Federal Office Building located in downtown Boston, MA. The J.W. McCormack Federal Building listed on the National Register of Historic Place and is a 22-story Art Deco occupied building serving as a National Model for the integration of Historic Preservation. This work will consist of but not necessarily limited to: masonry and terra cotta repairs and repointing of the building envelope. Much of the work is on upper floors and will require coordination of staging from rooftop levels. This work is expected to begin in spring 2018 and be completed before November 2018. The estimated range for the project is between $5,000,000.00 and $10,000,000.00. THIS SPECIAL NOTICE IS BEING CONDUCTED to determine if there are businesses with the capabilities and experience to perform the required work, on this historic building within the limited schedule of performance. GSA will use information obtained through this synopsis to develop an acquisition strategy. THIS IS NOT A SOLICITATION ANNOUNCEMENT FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS ANNOUNCEMENT. Qualifications include meeting the competency qualifications defined in the GSA Guide for Placing Competency of Bidder Clauses in Construction Contracts for Historic Structures https://www.gsa.gov/real-estate/historic-preservation/historic-preservation-policy-tools-re/preservation-tools-resources/proof-of-competency-other-documentation.and a record of satisfactory performance on former Government construction contracts The North American Industry Classification System (NAICS) is 238140 Masonry Contractors and Small Business Standard is $15.0 million annual revenue for the previous three years. Interested parties should furnish the following information (1) Company name, address, point of contact, telephone number, e-mail address, and website address. (2) Business type: 8(a), Women-owned, Historically Underutilized Business Zone (Hub Zone), Small Disadvantaged, Service Disabled, Veteran Owned Small Businesses, large or small business, etc. (3) A capabilities statement regarding similar projects completed within the last five (5) years; minimum information must include the following: Final contract price, project location, a brief description of the project with particular emphasis on any historical aspects; and any information on subcontractors who may have had specific expertise with those historically relevant projects, (4) a brief statement confirming the general scope of work can be completed within the stated, notional schedule above; and (5) Certification of bonding capacity. Responses are due no later than 4:00 pm, EST, February 12, 2018.
