Performance Work Statement Perkin Elmer Analyzer Preventative Maintenance Services 22 January 2018 Phoenix Veterans Affairs Health Care System (PVAHCS) 644-18-1-306-0082 Introduction: This requirement is for Preventative Maintenance Services on one (1) single, Perkin Elmer Liquid Scintillation Analyzer. This equipment is currently in use at the Carl T. Hayden Medical Center in Phoenix, Arizona. Background: Phoenix Veterans Health Administration (VHA) requires services for the maintenance of one (1) Perkin Elmer Liquid Scintillation Analyzer Model Tri-Carb 3110TR (s/n: DG10129761) being used within the Research Program of the Phoenix VA Health Care System (PVAHCS). The Perkin Elmer Liquid Scintillation Analyzer Model Tri-Carb 3110TR is used to detect alpha, beta and gamma radioactivity in samples from experiments with cells and tissues. It is also used to detect radioactivity from swipes of the research laboratory areas used for the experiments. This will detect any spills and ensures the safety of staff members conducting research activities. The Perkin Elmer Liquid Scintillation Analyzer Model Tri-Carb 3110TR measures light emitted from samples mixed with scintillation cocktail solution. Samples are placed into vials; a scintillation cocktail is added and the vials are then placed into the machine. The machine takes the vials down into the machine and radiation emitting from the sample makes the crystals light up. The more they light up, the more radiation a sample is emitting. The light energy is usually converted into electric energy via a photomultiplier to give a meaningful measure. This is a highly specialized and sophisticated computer controlled machine, requiring specialized training and knowledge to diagnose and fix any problems that occur. Breakdowns of the machine can also be minimized with the performance of preventative maintenance visits which should be included in the service contract. Only Perkin Elmer Certified Technicians can service and repair the Perkin Elmer Liquid Scintillation Analyzer Model Tri-Carb 3110TR as the system is proprietary in nature. Equipment: Description Manufacture Quantity Make/Model Number Serial Number Scintillation Analyzer Perkin Elmer 1 Tri-Carb 3110TR DG10129761 Required Services The Perkin Elmer Services are to include the following: All necessary preventative maintenance Routine cleaning of the machine to ensure maintained operability Replacement parts for maintenance and repairs for broken components as needed Labor and installation of defective components for all repairs as needed Accessibility to online training that entails to proper use of the machine Training is conducted and required periodically Telephone customer support as needed Prior scheduling and documentation of service visits to include: Date(s) and time-period of service. Complete description of equipment serviced including model number and serial number. Complete description of equipment services performed including upgrades, updates and software changes made. Complete list of all materials, parts, or assemblies installed or replaced including serial numbers of parts where applicable. A statement of the complaint that initiated the service call. Total standard labor hours, total overtime/premium hours, and total travel hours expended during the repair. Respond to requests for emergency service in the following manner: A competent service representative adequately equipped with tools, test instruments and repair parts will arrive at the PVAHCS within the designated response time. The competent service representative will be prepared to begin work immediately to resolve the complaint as expressed by the COR, POC or designee when service was requested. Work needed to resolve the complaint will continue without interruption until the problem is resolved. The service representative will come equipped with all the service/technical manuals needed to perform the work. Designated response time is 24 to 48 hours from the time of the request for service. Conformance Standards: PerkinElmer Health Sciences, Inc. is the only approved source for PerkinElmer factory new or remanufactured repair parts for your PerkinElmer equipment listed on the referenced quotation. In addition, your local PerkinElmer service team consists of PerkinElmer factory trained/certified engineers; the only source PerkinElmer authorizes to provide service and installation for instrumentation manufactured and sold by PerkinElmer. Hours of Coverage: Normal hours of coverage are Monday through Friday from 7:30 am to 4:00 pm Arizona time (no daylight savings) and 8:00 am to 4:00 pm. All service/repairs will be performed during normal hours of coverage unless requested or approved by the COTR or his/her designee. Work performed outside the normal hours of coverage must be approved by the COTR or his/her designee. Funding for services that are outside the normal coverage hours or on holidays must have approved funding and a P. funding approved prior to any service being allowed. NOTE: Hardware/software update/upgrade installations will be scheduled and performed during normal hours of coverage at no additional charge to the government. Federal Holidays observed by NAVAHCS are: New Years' Day Labor Day Martin Luther King Day Columbus Day Presidents' Day Veterans' Day Memorial Day Thanksgiving Day Independence Day Christmas Day IDENTIFICATION, PARKING, SMOKING, AND VA REGULATIONS: The Contractor's FSEs shall wear visible identification issued by PAVAHCS Police Section at all times while on the premises of PAVAHCS. It is the responsibility of the Contractor to park in the appropriate designated parking areas. Information on parking is available from the VA Police Section. PAVAHCS will not invalidate or make reimbursement for parking violations of the Contractor under any conditions. Smoking is prohibited inside any buildings at PAVAHCS. Possession of weapons is prohibited. Enclosed containers, including tool kits, shall be subject to search. Violations of VA regulations may result in citation answerable in the United States (Federal) District Court, not a local district, state, or municipal court. Information Security: In accordance with Appendix A, Handbook 6500.6 Checklist blocks 7, the C&A requirements do not apply to this requirement, and Security Accreditation Package is not required. The nature of this requirement is technical; however, there is no information to be protected. Privacy Awareness: The Technician will be VA maintenance staff located in the Engineering department and not require any access to computer systems, privacy or personal information.
