Description
This is a Request for Information (RFI). In preparation for an upcoming anticipated procurement, the Satellite and Information Acquisition Division (SIAD) of the Acquisitions and Grants Office (AGO) is conducting market research to identify potential sources and determine the optimal procurement strategy for acquiring professional support services to provide scientific and technical support as further detailed below. The objective of this RFI is to collect market research information regarding the availability and capability of qualified businesses to provide support to OSPO as described in the attached draft Statement of Work. Responses will assist SIAD with determining the appropriate acquisition method, including whether a set-aside is possible. The Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), National Environmental Satellite Data and Information Service (NESDIS), Office of Satellite Products and Operations (OSPO) requires professional support services to provide scientific and technical support in the Direct Services Branch (DSB) of the Data Services Team (DST). The Data Services Team is responsible for program management, customer services and gathering requirements for NOAA’s direct services. This team is located in the Satellite Products and Services Division (SPSD) which is responsible for managing NOAA's satellite direct readout services. The services shall include supporting program management and customer services for the scientific community which uses data from the Geostationary Operational Environmental Satellite (GOES) Data Collection System (DCS), the Polar Data Collection System (Argos), the Direct Readout Program (DRO) and the Direct Broadcast Programs. The anticipated period of performance is a base year plus four option years. The North American Industry Classification System (NAICS) code for this acquisition is 541519 (Other-Computer Related Services) with a size standard of $27.5 Million. SIAD is seeking capability statements from capable vendors. The Government is not requesting generic capability statements, but specific responses tailored to this requirement. Responses shall be limited to no more than 8 pages and shall address the following information listed below: Company name and address; DUNS number; If a small business, indicate type of small business (e.g. woman-owned small business, HUBZone small business, service disabled veteran owned small business, etc.) and size classification relative to the NAICS Code for the proposed acquisition; Company point of contact (i.e. name, phone, and email); Provide a minimum of at least two (2) references showing recent and relevant experience to demonstrate the capabilities specified below: Proven ability to monitor a complex database from satellites, troubleshoot latency and/or other performance issues, and work as a member of a multi-pronged team with components in several different locations; Proven ability to work independently on customer service activities pertaining to agreements with hundreds of customers/users, and work as a member of a team performing customer service activities including setting up annual program meetings and user training sessions; Proven ability to conduct strategic reviews of satellite programs, to make recommendations to improve such programs, to conduct user outreach & help with training sessions, and to prepare detailed minutes of annual program meetings; To be determined capable, companies must demonstrate technical competency in collecting, analyzing, and/or monitoring data comparable to that required in the Performance Work Statement and be able to provide system engineering support, customer relations support, and management support; Experience statements should include relevant details including scope, period of performance, dollar value, client and point of contact information, and any other information relevant to the GOES DCS support services requirement; Companies should also include information about any government-wide contract vehicles which cover the scope as described in the PWS (e.g. GSA, NITAAC, etc.).
