Attachment 7 Q&A Attachment 6 Pricing Worksheet Attachment 5 Consent Letters Attachment 4 PPQ Attachment 3 PP Information Template Attachment 2 IDIQ Labor Categories Attachment 1 DD254 Draft RFP Presolicitation Notice: Defense Information Systems Agency (DISA), Defense Information Technology Contracting Organization (DITCO) National Capital Region (NCR) intends to issue a solicitation for Mission Partner Environment (MPE) Network Engineering Services for the Combatant Commands (CCMDs). As part of this presolicitation notice, a draft RFP is included as an attachment. The MPE Network Engineering Services requirement is anticipated to be a Single Award Indefinite Delivery, Indefinite Quantity (IDIQ) contract using a Small Business Set-Aside. DITCO estimates the request for proposal will be released in the February 2018 timeframe. Anticipated award is expected in the fourth quarter of calendar year 2018. The resultant IDIQ contract will have a five year ordering period and is anticipated to include firm-fixed-price (FFP) contract line item numbers (CLINs) and cost reimbursable CLINs for Other Direct Costs (ODCs) and Travel. This requirement shall provide the CCMDs and other DoD MPE-engaged organizations with the complete array of network engineering and related services, integral hardware to support all MPE, MNIS and related networks, information systems, capabilities, and projects. The integral hardware requirement includes installation, purchases and maintenance in support of the network engineering and related services. These network services will be MPE-enterprise compatible and in accordance with DoD Instruction (DoDI) 8110.0, "SUBJECT: Mission Partner Environment, (MPE) Information Sharing Capability Implementation for the DoD," November 25, 2014 and shall ensure the continuity, integration, security, integrity and standardization of MPE networks, nodes and mission enclaves. The services shall execute DoD CIO guidance for the interoperability and security of MPE information sharing capabilities and shall implement prescribed MPE interface specifications and standards for the exchange of DoD information with Mission Partners (MP). The scope of IT services includes systems administration; security services; MPE enterprise management services; Supply Chain Risk Management (SCRM); and, Research, Development, Test, & Evaluation (RDT&E). All interested parties will be able to download and print a copy of the solicitation and any resulting amendments at the website (www.FBO.gov). In accordance with the FAR, all Contractors wishing to do business with the Department of Defense must be registered in the System for Award Management (SAM) database. SAM registration can be completed by going to the following website: www.SAM.gov. Questions: All questions submitted in response to the DRAFT RFP shall be submitted by FEBRUARY 8, 2018 AT 4:00PM (EST). Responses to DRAFT RFP questions will be provided with the released RFP or as part of an Amendment to the presolicitation notice. The presolicitation notice will close on FEBRUARY 13, 2018 AT 4:00PM (EST).
