- THIS IS NEITHER A REQUEST FOR QUOTE OR PROPOSAL NOR AN INVITATION FOR BID. THE INTENT OF THIS PRE-SOLICITATION SYNOPSIS IS TO INFORM POTENTIAL OFFERORS OF THIS REQUIREMENT. A sources sought notice was posted on December 18, 2017 under solicitation N4008518R3010 to determine availability and capability of businesses to perform the requirement. Based on market research results, the procurement will be solicited as a 100% Small Business Set-Aside. NAVFAC Mid-Atlantic s Office of Small Business Programs concurs with the determination to solicit as an unrestricted procurement. Naval Facilities Engineering Command Mid-Atlantic PWD Great Lakes is seeking firm fixed price bids from companies for professional construction services necessary for the enhancement of force protection and physical security capabilities at Naval Operation Support Center (NOSC) Peoria, IL in accordance with UFC 4-020-01 Security Engineering for Asset Category A People (general population). The primary scope work identified herein will include practical upgrades to existing Physical Security Equipment (PSE), Electronic Security Systems (ESS), infrastructure, and facilities in conformance with UFC 4-010-01 DoD Minimum Antiterrorism Standards for Buildings. Solicitation Number N4008518C3010 will be a 100% Small Business Set-Aside, competitive procurement, resulting in a Firm Fixed Price Construction Purchase for a period of performance of 365 days. Estimated Contract value is between $1,000,000.00 and $2,000,000.00. The proposed procurement will be issued as a NAFVAC Mid-Atlantic Construction Contract. The North American Classification System (NAICS) code for the work is 236220 with an SBA annual size standard of $36.5 million. The proposed procurement is 100% set-aside for small business concerns only. The RFP will be made available in electronic format only (Adobe Acrobat (.pdf)) and will be posted on the Navy Electronic Commerce Online (NECO) and Federal Business Opportunities (FBO) websites on or about 12 February 2018. The estimated proposal due date shall be at least 30 days after the RFP is posted. The site address is https:www.neco.navy or https://fbo.gov/. Notifications of any updates or amendments to the solicitation will be posted on the website only. IT IS THE SOLE RESPONSIBILITY OF THE OFFEROR TO CONTINUALLY VIEW THE WEBSITE FOR CHANGES. All prospective contractors are MUST be actively registered in the System for Award Management (SAM) database with a NAICS code of 236220. Failure to register in the SAM database will make an offeror ineligible for award. Offerors and contractors may obtain information on registration and annual confirmation requirements via the internet at https://www.sam.gov/portal/SAM/. This notice does not obligate the Government to award a contract nor does it obligate the Government to pay for any bid/proposal preparation costs.
