- Expeditionary Advanced Base Operations (EABO) Innovation Industry Day Announcement Marine Corps Warfighting Lab, Quantico, VA EABO Innovation Industry Day Announcement This is an announcement for an upcoming Industry Day hosted by the Marine Corps Warfighting Laboratory (MCWL), and in coordination with the Navy and the Naval Research and Development Establishment (NR&DE). The EABO Innovation Industry Day is scheduled for 10 April 2018 at Marine Corps Base Quantico, Virginia. An EABO Task Force comprised of operators and engineers is being established to accelerate the exploration and experimentation of tactics and technology for this high-priority Joint and Naval mission. This team will be responsible execute a campaign of rapid prototyping and experimentation events where industry, academia, and government research and development (R&D) organizations are invited to demonstrate emerging technologies and engineering innovations in a progressive series of demonstrations and experiments. Based on the results of the technical and operational assessments, selected participants will be invited to participate in the progressive series of experimentation events that will progress through more complex scenarios and environments. The EABO Innovation Industry Day includes opening comments and briefings, at the SECRET level, Marine Corps and Navy operators and plans officers who will outline the EABO concept and allow for one-on-one break-out sessions. Interested vendors may request private 20-minute time slots with Capability Area (CA) leads to discuss relevant new and emerging technologies that may inform EABO warfighting concept development. Updates on this Industry Day event will be published by amendment to this request for information (RFI). The break out-sessions may end sooner than the end of day on 10 April depending on the number of respondents. This RFI is NOT a solicitation for proposals or quotations. The purpose of this RFI is to invite industry, academia, and Government R&D organizations to receive information related to this emerging Naval warfighting concepts and to facilitate discussions that will inform the developing EABO concept of operations. Naval operators and planners seek insight on innovative operational concepts, emerging technologies, and/or engineering innovations that provide cost-effective alternatives to enhance the ability to gain advantage and win through distributed amphibious operations. This notice will be updated with more detailed request for information and details related to future EABO prototyping and experimentation opportunities. Below is a description of each EABO Capability Area (CA). Each CA will have both an operationally experienced lead and a technical expert that can be briefed up to TOP SECRET level information. Each submitter can request to brief multiple CA leads, but each team's availability is unknown until the number of respondents is finalized. Vendors requesting to meet with multiple CA leads should state which teams they would like to have a one-on-one session with in priority order. Opening comments and concept briefings begin at 0830, and the twenty minute time slots begin immediately following a lunch break, and will end at 1600. One hour is allotted for lunch from 1200-1300. The final dates and schedule for this event will be sent to individual submitters via e-mail after receiving the final number of respondents and coordinating specific time slots for each submitter. Submitters will limit presentations to twenty minutes. Expeditionary Advanced Base Operations Innovation Industry Day Location: Marine Corps Intelligence Activity 2033 Barnett Avenue Swain Annex Quantico, VA 22134-5103 Notice of Intent to participate (RSVP) in the EABO Industry Day general session and one-on-one sessions requests are due by 3 April 2018. Requests after this date may not be honored. Only US citizens with a minimum of a SECRET clearance, adjudicated via JPAS, will be permitted to attend. Limit two attendees per organization. One-on-one sessions will be scheduled on a first-come-first served basis and based on relevancy to the CA. Scheduling requests by phone cannot be accommodated. If your organization does not have any technology or information related to the concept areas, you may not be scheduled for a one-on-one session and potentially not attend the general industry briefing. RSVP Instructions 1. Requests to attend must include the following information. a. Name and address of organization b. Points of Contact i. Attendees: name, title, citizenship, telephone, e-mail ii. Primary Point of Contact for Organization: name, title, e-mail, phone c. A statement requesting which CA team(s) are requested for the one-on-one briefs (in order of preference or priority). Request not more than three concept areas. d. A short description of technologies for presentation or information for discussion. It must be related to one of the concept areas for consideration. Vendors without a submitted RSVP may not receive access to the Industry Day. 2. Send all correspondence AND attendance requests to MCWL via email at warfighting.challenge@usmc.mil 3. JPAS Requests: To facilitate swift entrance into the MCIA facility, please ensure that clearances are passed NLT 3 Apr 2018 (IC badge holders are still required to ensure clearances are passed). Clearances should be passed via JPAS SMO: MS51223. Please list the period of visit as 10 Apr 2018 only and include "MCWL Industry Day" in the POC field. Status of visit requests may be verified by contacting the MCIA CSO via email: sso@mcia.osis.gov. All personnel visiting MCIA must be cleared to TS//HCS/SI-G/TK for unescorted access. Anyone not cleared to this level will be provided an escort. Cellular phones, "smart" devices (to include Fitbits), PDAS, cameras, or other portable electronic devices (PEDS) are prohibited in MCIA facilities. 4. Attendance confirmation and time slot assignment for one-on-one briefs will be done on or before 4 April. EABO Capability Areas Expeditionary Advance Base Operations is a naval operational concept that anticipates the requirements of the next paradigm of US Joint expeditionary operations. The concept is adversary based, cost informed and advantage focused. EABO calls for an alternative, difficult to target forward basing infrastructure that will enable US naval and joint forces to create a more resilient forward based posture to persist, partner and operate within range of adversary long range precision fires. The alternative forward posture enabled by Expeditionary Advance Bases (EABs) is designed to mitigate the growing threat posed by the abundant quantity, expanded range and enhanced precision of potential adversary weaponry--particularly ballistic and cruise missiles designed to attack critical joint fixed forward infrastructure and large platforms. EABs provide a dispersed and largely mobile forward basing infrastructure that enables a persistent alternative force capability set that is similarly designed to be difficult to target and inherently resilient. The resilient, reduced signature infrastructure of EABs, combined with naval forces designed and structured to persist and operate within the arc of adversary anti-access/aerial denial (A2AD) capabilities enables naval commanders to conduct Expeditionary Advance Base Operations to support Joint Force Maritime Component Commander (JFMCC), and Fleet Commanders in the fight for sea control, by exploiting the opportunities afforded by key maritime terrain, particularly in close and confined seas. EABO advances, sustains and maintains the naval and joint sensor, shooter and sustainment capabilities of dispersed forces to leverage the decisive massed capabilities of the larger joint force with enhanced situational awareness, augmented fires and logistical support. The EABO Concept enables US naval forces to exercise 21st Century naval operational art, meet new enemy A2AD threats with new capabilities and operate and thrive in and around close and confined seas. The CAs that are expected to contribute significantly to emerging Expeditionary Advanced Base Operations (EABO) concepts are divided into six CAs: Counter intelligence, surveillance, and reconnaissance (ISR) and signature management, logistics, strike, ISR (cueing / targeting), command and control (C2) in a degraded environment, and force protection. Counter ISR and Signature Management: The ability to detect and disrupt adversaries from range while effectively minimizing friendly emissions including deception capabilities that cause an adversary to form inaccurate impressions about our location, actions and intentions. Logistics: The ability to rapidly move, establish, and replenish distributed naval forces across a contested multi-domain battlespace for diverse missions. i.e. Strike, ISR, FARP (Forward Arming and Refueling Point) Strike: The ability to engage ships at sea and targets ashore from EAB sites, to achieve mission kills or deny freedom of action. ISR (cueing / targeting): The ability to locate, track, target and an opposing force to que higher and adjacent strike assets. C2 in a Degraded Environment: The ability to maintain a multi-source information sharing architecture that reliably serves distributed MAGTF elements while leveraging the Joint Force. Force Protection: The ability to limit the enemy's ability affect dispersed sites through active and passive security options in the event of an enemy strike. Notice The Government may use non-Government support contractor personnel from Group W Inc. and other support contractors, to assist in collecting and reviewing market information. Submission of proprietary information is discouraged, but if necessary, will be protected from unauthorized disclosure as required by Subsection 27 of the Federal Procurement Policy Act as amended (41 U.S.C. 423) (hereinafter referred to as "the Act"). These companies are bound contractually by Organizational Conflict of Interest and disclosure clauses with respect to proprietary information. Supporting contractor personnel are procurement officials within the meaning of the Act, and will take all necessary action to preclude unauthorized use or disclosure of Contractor's proprietary data. This RFI is for market research knowledge sharing only and is not a commitment by the Government to procure or solicit for any items or services. No reimbursement will be provided for any responses or attendance at the industry day. No solicitation currently exists or is in development.
