Description
This notice is considered to be a synopsis in accordance with FAR Subpart 5.2 for the Outfall 200 Mercury Treatment Facility (OF200 MTF) procurement. On November 30, 2017, the U.S. Department of Energy (DOE), Office of Environmental Management, issued a Draft Request for Proposal (RFP) for the construction of a water treatment facility needed for mercury remediation at the Y-12 National Security Complex (Y-12), Oak Ridge, TN. The Pre-Solicitation Conference, Site Tour, and One-on-One Sessions were held January 3-4, 2018. The Final RFP is anticipated to be released within 15 to 45 days from the date that this notice is published, and will be posted to the procurement website at https://www.emcbc.doe.gov/SEB/OF200MTF/, the FedConnect website at www.fedconnect.net, and FedBizOpps at www.fbo.gov. The objective of this procurement is two-fold: (1) Provide a capability to treat mercury-contaminated water that discharges from the Y-12 storm sewer to East Fork Poplar Creek (EFPC); and (2) provide future capability to assist with treatment of contaminated water that is expected to be generated during large-scale demolition and soil remediation projects. The Government anticipates awarding a Firm-Fixed-Price (FFP) contract. The expected total period of performance is four years. This procurement will be 100% full and open competition. The North American Industrial Classification System (NAICS) code for this effort is 237110, Water and Sewer Line and Related Structures Construction, with a size standard of $36.5 million. The Government does not intend to acquire a commercial item or service using FAR Part 12. The contract award resulting from the Final RFP is expected to be in or about the fourth quarter of Government fiscal year 2018 if awarded without discussions, and expected to be in or about the second quarter of Government fiscal year 2019 if awarded with discussions.
