DISCLAIMER: THIS IS A MARKET SURVEY FOR WRITTEN INFORMATION ONLY. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. RESPONDANTS ARE ADVISED THAT THE U.S. GOVERNMENT WILL NOT PAY FOR ANY INFORMATION OR COSTS INCURRED IN RESPONSE TO THIS REQUEST FOR INFORMATION NOTICE. NO BASIS FOR CLAIM AGAINST THE GOVERNMENT SHALL ARISE AS A RESULT FROM A RESPONSE TO THIS NOTICE NOR GOVERNMENT USE OF ANY INFORMATION PROVIDED. ALL COSTS ASSOCIATED WITH RESPONDING TO THIS REQUEST WILL BE SOLELY AT THE RESPONDING PARTY'S EXPENSE. I. PURPOSE The purpose of this request for information notice is solely for informational, market research, and planning purposes, that may be of interest to the United States Coast Guard (USCG). The result of this market research will contribute to determining the requirements of the procurement. Pursuant to FAR Part 10 (Market Research), the purposes of this notice is to: (1) determine if sources capable of satisfying the agency's requirements exist, (2) to ascertain potential market capacity, (3) determine the commercial practices of companies engaged in providing the needed service or supply, (4) determine the small business status for small business programs, and (5) implement a successful project management plan that includes: compliance with tight program schedules; cost containment; and meeting and tracking performance. Please be advised that all submissions become Government property and will not be returned. Not responding to this request does not preclude participation in any further RFP, if any is issued. In accordance with FAR 15.201 (e), responses to this notice are not offers and cannot be accepted by the U.S. Government to form a binding contract. Pursuant to FAR Part 6 (Competition Requirements) and FAR Part 19 (Small Business Programs), competition and set-aside decisions may be based on the results of market research. This notice in no way obligates the Government to any further action. After the review of the responses to this sources sought announcement, and if the USCG still plans to proceed with the acquisition, a solicitation announcement will be published in the Federal Business Opportunity (FedBizOpps) website or distributed to contract holders if a strategically sourced vehicle is mandatory for use and deemed appropriate. It is the responsibility of the interested parties to monitor the Federal Business Opportunity website. A response to this Request for Information Notice is not adequate response to any future solicitation announcement. All interested offerors will have to respond to any solicitation in addition to responding to this Notice. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or to provide feedback to respondents with respect to any information submitted. No proprietary, classified, confidential, or sensitive information should be included in your response to this Notice. The Government reserves the right to use any information provided by respondents for any purpose determined appropriate, including using technical information provided by respondents in any resultant solicitation. No solicitation exists at this time; therefore, any request for a copy of the solicitation is premature. After a review of the responses received, a pre-solicitation notice and solicitation may be published on the FedBizOpps website. It is the potential offeror's responsibility to monitor FedBizOpps for release of any future solicitation that may result from this Notice. II. REQUIREMENT The United States Coast Guard has a need for firearms training force on force kits to be used fleet-wide. Please review the draft requirements for the firearms training force on force kits (located at the end of the notice) in relation to the requested information below. The USCG requests all respondents please provide the following information and answer the following questions: 1.Company name, address, phone number and point of contact. 2.Company's DUNS number and socioeconomic status. 3.Do you feel the draft requirements provided are achievable? If not, which requirements are too difficult to fulfill? 4.What normal wear-and-tear (nonwarranty) replacement pieces would your include (e.x. airsoft pistols, magazines, goggle lenses, face masks, etc.)? 5.For delivery timing, what thresholds are realistic (e.x. 60 kits can be delivered within 90 days of the order; 120 in 180 days; 180 in 270 days)? 6.Could you offer a discount due to quantity of kits ordered? If so, at what threshold(s) of kits ordered can you offer a discount? Finally, what type of discount can you offer at said threshold(s)? Responses to this notice along with any capability statements, company literature, brochures should be emailed to the Contracting Officer Candice Rininger Candice.Rininger@uscg.mil and Terrence Jones at Terrence.r.Jones@uscg.mil with "firearms training force on force kits" in the subject line. Telephone responses will not be accepted. The USCG respectfully requests that written responses be limited to 10 pages or less. This 10 page limit does not include commercial brochures or product literature. Written responses are requested by 15 February 2018 to help expedite this market research for a strategy decision. USCG FIREARMS TRAINING FORCE ON FORCE KITS DRAFT REQUIREMENTS DOCUMENT A. CASE, HARD SIDED BLACK (GENERAL) 1. The case shall be defined as: a hard sided shell case, Pelican 1650 or equivalent, equipped with polyurethane wheels w/stainless steel bearings, watertight, crushproof, dustproof, two-level die cut/closed cell foam custom cut to fit case contents IAW design template (primary preferred) or customizable (pick and pluck) foam (secondary preferred), foam panel in lid, automatic pressure equalization valve, handles on top and sides, double throw latches, O- ring seal, retractable extension handle, stainless steel hardware with lockable padlock protection points. 2. The interior case dimensions shall measure 19.92" Length x 14.98" Width x 9.00" Height. 3. The case should be configured to fit four Sig Sauer P229 licensed airsoft pistol w/ two magazines (supplied as government furnished equipment) in addition to the contents listed below. 4. The case shall be black in color Case cleaning requirements shall be limited to mild detergent and water wash. 5. Each Case shall include a lifetime warranty for manufacturer's defects. 6. Each case shall be assembled with the following contents and delivered to the unit designation roster as specified by CG-721 FT&E-P Program Manager. B. SIG SAUER P229 LICENSED AIRSOFT PISTOL W/MAG The airsoft pistol shall being defined as a licensed replica of the Sig Sauer P229 pistol, 1:1 scale, laser engraved logos, full metal construction (slide w/serrations, frame, barrel, and magazine), picatinny rail incorporated into frame, black in color, weight 1130 grams, 180MM x 142MM, gas/CO2 powered, muzzle velocity of 280-340 feet per second, range 50-80 feet, semi-automatic firing mode w/gas blowback, including one magazine, capacity 25 rounds, projectiles(6mm BB@.20 grams). C. SIG SAUER P229 LICENSED AIRSOFT PISTOL MAGAZINE (SPARE) The airsoft pistol magazine shall be defined as a licensed replica of the Sig Sauer P229 pistol's magazine, 1:1 scale, full metal construction, spring loaded feeding mechanism, black in color, capable of receiving propellant in gas/CO2 form, capacity 25 rounds, projectiles (6mm BB @.20 grams). D. LUBRICANT OIL SPRAY The lubricant oil spray shall be defined as a silicone oil based spray (equivalent to SC-50), gas propelled canister, CFC free, no petroleum distillates, size: minimum 50ML/maximum 200ML, w/applicator straw, safe for O-rings, gearing, plastic parts, intended for use on airsoft guns. E. PROJECTILES, BB, 6MM,.20GRAM The projectiles shall be defined as a round "BB", 6MM in diameter match grade/precision manufactured tolerances (5.95MM +/- 0.01), weight.20 GRAM, color: white or high visibility green/orange, hop up compatible with Sig Sauer P229 licensed airsoft pistol, biodegradable breakdown subject to soil, sun light, and water, high strength composition (less prone to chipping, chopping, shattering), provided in sealed/re-sealable packaging (dispenser style bottle preferred), quantity per package 2000-4000 round package. F. PROPELLANT, CANISTER, AEROSOL The propellant shall be defined as a canister, containing a pressurized aerosol based propellant in the form of "green gas." The canister shall be DOT approved at 115 +/- 5 PSI at 70 degrees Fahrenheit (DOT-SP 15593, DOT SP-15507 NRC240/300 M6087), have an integrated safety valve for gas release, chemical composition should be free of contaminants that would harm gas seals and O-rings, silicone lubricant additive, net weight minimum 8 ounces/236.6 ML to maximum 20 ounces/600ML. *OCONUS units will require special shipping requirements. G. (PPE) GOGGLES The goggles shall be defined as protective eyewear, safety goggles with shatter-resistant polycarbonate lenses (must meet ANSI Z87 National Safety Standards/ASTM approved), clear lens tint, scratch resistant, anti-fog treated/anti-fog ventilation system (non-battery powered), black frame with adjustable strap (one size fits most/all), anti-microbial foam/cushioned nose piece/seals, brand names/markings should be subdued or not present, temple area coverage can be plastic (preferred) or elastic band, microfiber pouch or storage case must integrate with face shield mentioned below. H. (PPE) FACE MASK, PROTECTIVE The face mask (protective), should be defined as a component that provides lower face protection (cheek, nose, jaw)/full face with integrated goggle, low profile (sitting close against cheek/face, padded contact points but not bulky), designed to have ventilation to reduce fog and allow for voice commands to be directed, construction materials should be mesh/solid composed of wrapped/coated metal and/or hard plastic, capable of stopping 6MM/.20gram BB at close distance, fully adjustable strap (two preferred, one high and one low), and able to be cleaned with mild detergent or wash. I. KNIFE, PROP, RUBBER The knife shall be defined as prop, constructed of rubber/hard plastic in the form of a training aid used for law enforcement purposes, color can be realistic or blue/red in color, size no greater than 12 inches. J. HAMMER, PROP, RUBBER The hammer shall be defined as prop, constructed of rubber/hard plastic in the form of a training aid used for law enforcement purposes, color can be realistic or blue/red in color, size no greater than a standard claw hammer.
