- PRESOLICITATION NOTICE: INTENT TO AWARD A SOLE-SOURCE CONTRACT INTENDED SOURCE: Leica Microsystems Inc. ANTICIPATED PERIOD of PERFORMANCE: February 2018-February 2019 DESCRIPTION OF REQUIREMENT: Pursuant to the authority of 41 USC 3304(a)(1), as implemented by Federal Acquisition Regulation (FAR) Subpart 6.302-1, the U.S. Food and Drug Administration (FDA), Office of Acquisitions and Grant Services (OAGS) intends to award a sole source contract to Leica Microsystems Inc. for Leica SP8 DIVE (Deep In Vivo Explorer) upgrade for existing confocal imaging system and technical support. The applicable North American Industry Classification System (NAICS) code for this acquisition 334516, Analytical Laboratory Instrument Manufacturing. FDA has a need to obtain a Leica SP8 DIVE (Deep In Vivo Explorer) upgrade for existing confocal imaging system to support their morphological studies and microscopic imaging. The main works are analyzing the host - pathogen (e.g. virus, bacteria, parasites) interaction using fluorescently labeled cell, tissue or pathogen in immunological responses and vaccine related studies. This DIVE upgrade is critical modification for the facility in order to acquire multi-color, deep tissue, multi-photon imaging with flexible spectral detectors for high sensitivity imaging that are important to the research. The Government intends to solicit and negotiate directly with Leica Microsystems Inc. and no solicitation will be issued. Leica Microsystems is the sole distributor of the upgrade in the United States that can provide maintenance and technical support for this product. It is a critical tool needed to analyze fluorescence and bright field imaging of virus, bacteria, cell and tissue. This notice of intent is not a request for competitive proposals or quotations; however, if any interested party believes they can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities shall be submitted in writing and shall contain material in sufficient detail to allow the government to determine if the party can perform the requirement. A determination by the Government not to compete this proposed requirement based on responses to this notice is solely within the discretion of the Government. All interested parties shall express their interest and capabilities in writing via email to Telisha.Wilson@fda.hhs.gov within fifteen (15) days after the date of publication of this notice. No faxed documents will be accepted. If no responsive statements are received within fifteen (15) days, an award will subsequently be made to Leica Microsystems Inc..
