Description
Proposal Submission Package Project Construction Drawings Project Specifications Solicitation Pre-solicitation was issued on January 23, 2018. This acquisition is a total small business set-aside. Specific instructions on submitting proposals will be contained in the solicitation documents. PROJECT DESCRIPTION: This project will upgrade Boott Mill #6 and Boott Mill Counting House to achieve compliance for life safety and egress code requirements. These two structures are home to two significant Park visitor facilities and functions: The Boott Cotton Mills Museum and the Tsongas Industrial History Center (TIHC). The 4th and 5th floors of Boott Mill #6 lack egress that is compliant for current fire code for youth and for assembly use-group occupancy. TIHC education program facilities on the 4th and 5th floor will be relocated, with these functions realigned onto the 3rd floor where code compliant egress is available. The existing exit stair will be extended from the third floor to accommodate the fourth and fifth floors. Facilities for park functions without student/youth components will be realigned onto the 4th and 5th floors. PROCUREMENT TYPE: A single firm-fixed price contract will be awarded based on the Best Value Continuum: Tradoff Process MAGNITUDE: In accordance with FAR 36.204, the project magnitude is estimated to be between $1,000,000 and $5,000,000. DURATION: It is anticipated construction will start April 2018 and construction shall be complete in 180 days from the Notice to Proceed. Any and all questions regarding this Solicitation should be emailed to both the Contract Specialist, Phil Robinson at phillip_robinson@nps.gov and Contracting Officer, Aaron Adams at aaron_adams@nps.gov. ALL QUESTIONS ARE DUE BY MARCH 2, 2018 @4:00 PM ET. PRE-PROPOSAL SITE VISIT: An organized pre-proposal site visit has been scheduled for Thursday, February 15, 2018, at 9:00 AM ET at the Lowell National Historical Park, 115 John St. Lowell, MA 01852. A site visit will follow the pre-proposal meeting.
