Description

NOTICE UPDATE ONLY The purpose of this notice is to provide clarifying information with regard to past performance evaluation as follows: 1. We will not amend the solicitation with respect to the evaluation of past performance. Consistent with DoD policy (DFARS PGI 215.300 and paragraph C.2.1.2 of the DoD Source Selection Procedures), the words '...the offeror's performance record is 'unknown' include the lack of a record of relevant past performance. The past performance of all offeror's without a record of relevant past performance will therefore be rated 'Acceptable', and the requirement of FAR 15.305(a)(2)(iv) will be met. 2. We will treat multiple contracts that require or required production and delivery of 100 items to the same agency per year as a single effort for past performance purpose, but only if those contracts also include the same programmatic requirements set forth in sections 3 through 8 of the SOW (e.g., management, training, testing, repairs, reporting, etc.), which are critical to the criterion of relevancy as it applies to the Government's current requirement.
