- Sources Sought Synopsis/ Market Research DTMA-91-18MKR-SAVANNAH-EA SECTION A - Description This is a SOURCES SOUGHT SYNOPSIS; it is not a solicitation announcement; thus, this synopsis neither solicits for proposals nor bids and no contract will be awarded based on this synopsis; however, this synopsis is a market research tool, which will enable the Maritime Administration (MARAD) to gain knowledge of qualified Small Businesses and Large Businesses that are classified under Code 541620 of the North American Industry Classification Code (NAICS), which have carried out Environmental Assessment (EA) for the purpose of Nuclear-Regulatory-Commission-regulated nuclear decommission. The Small Business Size Standard in dollars is $15 Million. The pieces of information, which will be gathered from this Sources Sought Synopsis will be relevant to MARAD because MARAD intends to prepare a revised/updated Environmental Assessment (EA) that identifies and assesses the potential environmental impacts associated with the decommissioning of MARAD's nuclear vessel, Nuclear Ship SAVANNAH (NSS), which is located in Baltimore, MD. Please, be informed that no reimbursement will be made for any costs associated with the preparation and provision of information in response to this synopsis or any follow up request for information. Responses to this Sources Sought Synopsis will be used by MARAD to decide whether or not to set the solicitation for the said Environmental Assessment (EA) aside for the Small Business Administration (SBA) small business concerns and to know the number of interested and capable potential offerors. MARAD intends to award the potential EA contract in the 2018 fiscal year. SECTION B - RESPONSE Please prepare your Capability Statement and email it to Douglas Kennard ( douglas.kennard@dot.gov ) at (or before) 5:00 P.M., Eastern Time on Tuesday, February 13, 2018. The Capability Statement must state whether the business is a Small Business under NAICS code 541620 or a Large Business. The Capability Statement must highlight the firm's relevant experience in preparing Environmental Assessments, which are germane to verifiable nuclear decommissioning projects that are regulated by the Nuclear Regulatory Commission. Ultimately, the Capability Statement must not exceed 7 pages.
