Description
Request for Information (RFI) Synopsis: The Army Contracting Command - Redstone, is seeking information concerning the interest and availability of capable contractors to provide contract support to the Aviation and Missile Command's (AMCOM) Aviation Maintenance Enterprise. THIS IS A REQUEST FOR INFORMATION (RFI) ONLY - This RFI/Sources Sought is issued solely for information and planning purposes - it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. Solicitations are not available at this time. This notice does not constitute a commitment by the U.S. Government to contract for any supply or service whatsoever. All information submitted in response to this announcement is voluntary; the U.S. Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the United States Government. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. If a solicitation is released, it will be synopsized on FedBizOpps website. It is the responsibility of the potential offerors to monitor this site for additional information pertaining to this requirement. Anticipated Period of Performance: The period of performance is anticipated to cover 17 months from April 2018 to September 2019. Background: The Aviation Maintenance Enterprise efforts covered by this RFI will include the following: AMCOM Logistics Support Facility Management Activity (LSFMA) contract: The LSFMA is a Government office that provides contractual support to Army Aviation programs and activities for non-recurring and recurring modification efforts on Aviation platforms and support equipment. The AMCOM LSFMA support contract requires engineering, logistics, maintenance support, training, and associated support for these modification efforts. The LSFMA contract will require the contractor to have a facility within 60 miles of Redstone Arsenal. Important note: it is anticipated that the vast majority of orders under these contracts will be issued as end item supply type contracts and the use of orders for services will be limited. These contracts will include DFARS 252.228-7001 Ground and Flight Risk clause. The contracts will support all PEO Aviation platforms as required. For information purposes, the current LSFMA contract was competed as a small business set aside. The applicable NAICS code for the LSFMA effort is code 336411 Aircraft Manufacturing. The size standard is 1500 employees. RFI Purpose: The RFI is to conduct Market Research and to gain knowledge of interest, capabilities and qualifications of potential sources interested in providing the functions of the LSFMA contract. Industry feedback is vitally important and the Government will be receptive to any and all ideas received from industry. Proprietary information is not being solicited. RFI Responses: Capable Contractor Interest: The ACC - Redstone would like to identify businesses that have experience in the requirements described above. If you believe your company is a viable source and would like to receive an announcement when the requirements are synopsized in the FedBizOpps, contact the Contracting Officer's point of contact (POC) via e-mail or in writing with your mailing or e-mail address. Note on your request if you are a large or small business as it relates to the listed NAICS codes, and if you are interested in the capacity of a prime or looking for subcontract opportunities. Responses to the RFI should be limited to no more than 10 single sided pages. All information included in the responses should be specific to this RFI.
