- Solicitation for Personal Services Contractor (PSC) for Executive Officer, USAID/Liberia SOLICITATION NO: SOL- 72066918R00001 ISSUANCE DATE: February 2, 2018 CLOSING DATE: February 16, 2018, 4:30 pm LOCAL TIME SUBJECT: Solicitation for Personal Services Contractor (PSC) for Executive Officer, USAID/Liberia To All Interested Applicants The United States Government, represented by the U.S. Agency for International Development (USAID), is seeking applications (Optional Form 612) from qualified U.S. Citizens to provide services as an Executive Officer under a Personal Services Contract, as described in the attached solicitation. The place of performance for this position is Monrovia, Liberia. Submissions to this solicitation shall be in accordance with the attached information, at the place and time specified. SOLICITATION NUMBER: SOL- 72066918R00001 2. ISSUANCE DATE : February 2, 2018 3. CLOSING DATE AND TIME : February 16, 2018 4:30 pm Local Time, Monrovia, Liberia 4. POSITION TITLE : Executive Officer 5. MARKET VALUE OF POSITION : The position is the equivalent of a GS-15 ranging from $105,123 to $136,155 per annum. Final compensation will be based on the individual’s salary and work history, experience and educational background, within the above salary range. 6. EVALUATION FACTORS: Evaluation will be based on a 100-point Scale: Experience (40 Points), Technical knowledge and abilities (40 Points), Team work (10) and Education (10 Points). 7. Period of performance : A base of six (6) months. Extension option will depend on a continuing need for services, availability of funds and satisfactory or better performance 8. PLACE OF PERFORMANCE : Monrovia, Liberia 9. SECURITY ACCESS : (USPSCs) DOS Facility access in lieu of Secret clearance is acceptable 10. AREA OF CONSIDERATION : U.S. Citizens only 9. STATEMENT OF WORK A. DUTIES AND RESPONSIBILITIES OF THE POSITION USAID/Liberia seeks a senior level Personal Service Contractor in providing a comprehensive review of Executive Office’ operations, policies and procedures. USAID/Liberia conducted two assessments over the past 18 months: the office of Acquisition and Assistance external assessment (Jan 2016) and an Office of Financial Management Assessment (November 2017). Both assessment teams identified control concerns within the Executive office that require immediate attention and correction. The contractor will provide a comprehensive report to Management outlining findings and corrective actions. The Mission Management requires an actionable time line to address findings and recommendation and to begin implementation of those recommendations once approved by the Mission Director. Mission Management requires a follow up consultation six months after providing the original assessment to gauge if effective actions have been taken to correct finding from the contractor’s approved original report. Successful completion of this effort will depend on the contractor’s ability to effectively navigate the complex environment of the USAID/Liberia Mission. It is essential that the contractor have the experience necessary to assess and provide solutions to problems identified in the previous assessments and provide recommendation for the overall structure of the Executive Office. Contractor will need to meet with each Technical office, Program office, Support office to understand concerns and need of these offices. Contractor will need to meet with the Mission Front Office to understand management philosophies, practices, and procedures in addition to concerns and needs of the Front Office. Contractor will need to review and asses the existing Mission staff and historical Mission staffing to determine if the Executive Office is properly manned. Contractor will need to review existing and historical programmatic operating expense level budgets. B. SUPERVISORY CONTROLS The contractor reports directly to the Supervisory Executive Officer, USAID/Liberia 10. PHYSICAL DEMANDS The work is generally sedentary and does not pose undue physical demands. 11. WORK ENVIRONMENT Work is primarily performed in an office setting. 12. QUALIFICATIONS AND SKILLS A. EDUCATION AND EXPERIENCE REQUIRED FOR THE POSITION The minimum educational requirement is Bachelor’s degree in business administration, public administration or related field is required. Additional work experience may be considered in lieu thereof. USAID training courses (Acquisition and Contracting and Grants and Assistance) preferred. Candidates must possess seven to ten years of relevant overseas experience, with the USG or large organization required. USAID experience preferred. - Candidates must have good working knowledge of sound administrative policies and programming is essential. Demonstrated ability to develop innovative solutions to provision of administrative and logistical support services. Proficiency in apply policy and regulations and developing budgets. - Candidates must possess demonstrated ability to work within a team framework and positive interpersonal skills as well as an ability to work independently with minimal supervision is required. Cultural sensitivity, previous management, supervisory and staff development skills are required. B. ADDITIONAL FACTORS USAID Liberia will consider issues such as conflict of interest, nepotism, budget implications, visa status and whether candidates have a work permit in determining successful candidacy. When equally qualified, American Family Members (American Family Members are defined as adult dependents of U.S. Government employees) will be given first preference. 15. APPLYING: TERM OF PERFORMANCE The base term of the contract will be for two years, which may be extended upon mutual agreement and subject to satisfactory performance and availability of funds. This position has been classified as equivalent to a GS-15 position in the USG Civil Service. The actual salary of the successful candidate will be negotiated depending on qualifications and previous salary history. In addition to the basic salary, differentials and other benefits in effect at the time and which are applicable and subject to change on a similar basis as for direct-hire USG employees, will be added. 1.
