- This RFI is issued solely for information and planning purposes only and does not constitute a solicitation. All information received in response to this RFI that is marked as proprietary will be handled accordingly. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this RFI. This Sources Sought Notice is to solicit interested SERVICE DISABLED VETERAN-OWNED SMALL BUSINESSES or VETERAN-OWNED SMALL BUSINESS capable of meeting the following requirement: Contractor shall provide all parts, labor and materials required to perform load bank testing per the NFPA Emergency Generator testing cycles. These Generators require 4160V and require special equipment to accomplish the load banking. Preform 4160v medium voltage load banking to Caterpillar 3516 SN-DD00156, 3512C SN-EBG00783 and 3512 SN-G6J00117. The contractor shall be certified and have the proper equipment to satisfy the VA needs. The tests shall meet all the requirements of NFPA 99 and NFPA 110 and VHA Electrical Directive 1028. The test results shall be recorded and documented and 2 separate reports, one for each generator tested shall be provided to the VA Electric Shop Supervisor within 7 business days of completion of the Load Bank test. Each generator tested shall have a complete and separate report in its entirety. Each report shall be bound separately, 3 copies of each shall be provided to the VA Electric Shop Supervisor, along with electronic copies. The contractor will be responsible for 4-hour testing. 4 Hour Load Test Caterpillar 3516 / SN-DD600156 4 Hour Load Test Caterpillar 3512C / SN-EBG00783 4 Hour Load Test Caterpillar 3512 / SN-G6J00117 Procedures: Bldg 215G Generator Size (1500kW) 4160v Caterpillar 3512C, SN EBG00783 / 36 Month Test Providing resistive load bank as applicable to the generator capacity. Provide and install all cabling to perform load bank test for both generators. Provide all tools and testing instruments necessary to perform load bank testing. Run test with requested load for 4-hour test duration. Record readings per the testing requirements of the NFPA 99 and 110 in Intervals at 30%, 50% and 75% load. First load requirement is at 30% load KW rating of name plate will be 1 hour long. Second load requirement is at 50% load KW rating of name plate will be 1 hour long. Third load requirement is at 75% load KW rating of name plate will be 2-hour long. After this 4-hour period of testing, disconnect load bank from unit. Provided preventive maintenance on 4160V circuit breaker. Return unit back to original mode of operation. Provide recommendations based on test results. Submit report to customer. Procedures: Bldg 501 Generator Size (1500KW) 4160v Caterpillar 3516, SN DD600156 / 36 Month Test Providing resistive load bank as applicable to the generator capacity. Provide and install all cabling to perform load bank test for both generators. Provide all tools and testing instruments necessary to perform load bank testing. Run test with requested load for 4-hour test duration. Record readings per the testing requirements of the NFPA 99 and 110 in Intervals at 30%, 50% and 75% load. Run test with requested load for 4-hour test duration. Record readings per the testing requirements of the NFPA 99 and 110 in Intervals at 30%, 50% and 75% load. First load requirement is at 30% load KW rating of name plate will be 1 hour long. Second load requirement is at 50% load KW rating of name plate will be 1 hour long. The government's intent is to issue a solicitation to award a single contract. This acquisition will be solicited pursuant to the Veterans' First Public Law 109-461 as a 100% Service-Disabled Veteran-Owned Small Business Set-Aside (SDVOSB) and/or Veteran-Own Small Business. Additionally, this acquisition will be awarded in accordance with FAR 14.408-1(a) to the responsible bidder whose bid, conforming to the Invitation for Bid, will be most advantageous to the Government, considering only price and the price-related factors. Please do not send questions regarding this notice, as it is only a Sources Sought Notice. Questions concerning this Sources Sought will be accepted up until 02/10/2018. The anticipated solicitation is projected to post on or about February 12, 2018, on this website. Hard copies will not be mailed. The solicitation will be issued as an Request For Quote (RFQ). INTERESTED PARTIES ARE STRONGLY ENCOURAGED TO REGISTER TO RECEIVE NOTIFICATION OF ACTIONS INCLUDING POSTING OF THE SOLICITATION AND ANY AMENDMENTS. ADDITIONALLY, BIDDERS ARE ADVISED TO CHECK THE SITE FREQUENTLY AS THEY ARE RESPONSIBLE FOR OBTAINING AMENDMENTS TO THE SOLICITATION NOTICE.
