- DEPARTMENT OF VETERANS AFFAIRS Justification for Single Source Awards IAW FAR 13.106-1 For Over Micro-Purchase Threshold but Not Exceeding the SAT ($150K) Acquisition Plan Action ID:VA262-18-AP-4930 Contracting Activity: The agency responsible for this acquisition is: Department of Veterans Affairs, VISN 22, Loma Linda Healthcare System (VALLHS). The Contracting Officer for this procurement is Monica Griffin. VALLHS proposes to enter into an emergency purchase order on the basis of other than full and open competition for maintenance and repair of the Fuel Cell power plant system. Purchase Request Number is: 605-18-2-6027-0034. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: This is an urgent and compelling procurement for maintenance and repair of the VALLHS Fuel Cell Power Plant System. The current contract expires on February 9, 2018. The fuel cell power plant system is a co-generation plant that produces eight hundred (800) KW of continuous power feeding the hospital as a supplemental electricity and supplemental heat for domestic hot water and the heating, ventilation, air conditioning (HVAC) building reheat systems. Co-generation plant saves the facility up to $800,000 a year in energy cost and reduces wear and tear in boiler and chiller plant operations. Without the co-generation plant, the boiler and chiller plant operation will be impacted by not pre-heating the supply and returning the domestic hot water system and HVAC hot water reheat system which will result in not maintaining the required temperature in facility distribution system. The amount of the six (6) month purchase order is $130,470.50 for the period of February 9, 2018-July 7, 2018. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: These services were needed immediately because the current contract will expire on February 9 and there isn t enough time to put a long-term contract in place. Doosan Fuel Cell America, Inc., is the Original Equipment Manufacturer (OEM) of the PureCell System Model 400 Fuel Cells installed at VALLHS as part of a previously awarded Combined Heat and Power Renewable Energy Project. The fuel cell power plant is a critical equipment and can only be maintained by factory trained technicians to prevent costly repairs and the non-operation of VALLHS. Description of market research conducted and results or statement why it was not conducted: FAR Part 10 directs that market research be conducted on each acquisition appropriate to the circumstances. Due to this being an emergency, market research was not conducted as the healthcare system is in jeopardy of not having the power-plant maintained.
