This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The Department of Veterans Affairs, C.W. Bill Young VA Healthcare System, Contracting Office, Bay Pines, FL. 33744 has a need to purchase a Cryoablation System, brand name or equal. The RFQ # is 36C24818Q0324. This combined synopsis solicitation RFQ and the provisions and clauses incorporated are those in effect through Federal Acquisition Circular 2005-95 (01-19-2017). The combined synopsis solicitation is: 38 U.S.C. 8127 Cascading order of precedence. Tiered evaluation of offers, also known as cascading evaluation of offers, is a procedure used in negotiated acquisitions when market research is inconclusive for justifying limiting competition to small business concerns or sub-categories of small business concerns. The contracting officer (1) Solicits offers from both small and other than small business concerns that will be evaluated in the following tier order: (a) service-disabled veteran-owned small business (SDVOSB); (b) veteran-owned small business (VOSB); (c) all other small business concerns; (d) other than small business. (2) If an award or a sufficient number of awards cannot be made at the first tier, evaluation of offers will proceed at the next lower tier until an award or a sufficient number of awards can be made. The NAICS Code is 339113; the size standard is 750 Employees. Note, Interested SDVOSB and VOSB s Offerors must be listed and registered in Vetbiz.gov to be considered for Award. This combined synopsis solicitation is for the purchase of a Cryoablation System as specified above in paragraph one and below in the DESCRIPTION OF REQUIREMENT section. Responses shall be on an all or none basis, no partial submissions will be accepted. The Government reserves the right to make no award at all. CROABLATION SYSTEM REQUIREMENT: Visual-ICE: BRAND NAME OR EQUAL Equal must meet all of the salient characteristics. Explanation of how Equal meets each salient characteristic must be included with quote if an equal is being used. Contractors interested in providing the Cryoablation System should submit their quote via email to Brett.cook@va.gov. All questions or inquires must be submitted no later than 1:00 pm Eastern Standard Time on February 8, 2018. Email all questions to the Contract Specialist s above email address.
