- This Amended notice revises the estimated date Specifications and Drawings will be available and revises the proposed bid closing date. The solicitation package and drawings should be available for download on or about Feb 28, 2018 and the proposal due date will be on or about April 6, 2018. The Contractor shall completely prepare site and furnish labor and materials and perform work for Expand Parking Garage (589-401) as required by drawings and specifications at the Harry S. Truman Memorial Veterans Hospital (HSTMVH), Columbia, MO. The proposed precast concrete parking garage will be connected directly south of the existing precast parking garage on a portion of an existing surface parking lot. The parking structure is designed as an open parking garage per the 2012 IBC and the VA Parking Design Manual and is to be constructed utilizing precast concrete 12 double tees with field applied 3 concrete topping, precast beams, walls and columns. The configuration of the parking in the garage allows for ninety-degree parking throughout the garage and is designed in a three-bay configuration. The parking structure will be supported by straight shaft drilled concrete piers that extend to limestone bedrock approximately 25 ft. below grade. Lighting within the structure will be LED fixtures both on each level and at the roof parking area in the Base Bid. There are two stair towers for the parking garage. One will be at the southeast corner and southwest corner of the structure. The stair system will be precast concrete. Each floor level landing will be color coded at the precast walls and entry door with the level designation indicated. The northeast stair tower will have vinyl signage on the inside of the glass on the east wall of the tower indicating VA. The northwest stair tower will have vinyl signage on the inside of the glass on the north wall of the tower indicating VA. Both stair towers will have a modified bitumen roofing system with prefinished metal roof guttering and downspouts. Downspouts will disperse water directly onto roof of garage. The exterior of the precast concrete structure will have an integral colored finish and formed texture as approved by the Owner and to be further defined as the project documents are completed. A vinyl coated chain link material will be provided at all openings along the perimeter of the building on the 3rd and 4th floors and at the roof to provide fall protection. Power for the new parking structure will be provided by a feed from the existing VA Facility. All Fire, Security and Communications will be provided as required by the Owner. A parking counter system will be provided to keep a total count of available parking spaces for the entire parking structure. There will be unit heaters provided at each landing of each stair tower. In addition there will be an electrical equipment room. The project cost range is between $5,000,000 and $10,000,000. The North American Industry Classification Code (NAICS) for this procurement is 238120 (Structural Steel and Pre-cast Concrete Contractors), with a small business size standard $15.0 million. This solicitation is UNRESTRICTED. A responsible quoter is one whose offer conforms to the solicitation and will be most advantageous to the Government. The estimated completion period for this work is 480 calendar days after notice to proceed. This completion period includes final inspection. Award will be made utilizing the Best Value Lowest Price Technical Acceptable (LPTA) Source Selection Process in accordance with Federal Acquisition Regulation Part 15. Proposal submission instructions will be included in the solicitation package. The government plans to award without discussions. The offeror is responsible to monitor and download any amendments from the Federal Business Opportunities (http://www.fedbizopps.gov) website, which may be issued to this solicitation. In accordance with FAR 52.204-7, Required Central Contractor Registration and in accordance with FAR 2.101, Veterans Affairs Acquisition Regulation (VAAR) 802.101, VetBiz Registration, prospective contractors must be registered in Central Contractor Registration (SAM) and in the VetBiz databases under the applicable NAICS. Firms may obtain SAM- information at http://www.sam.gov and VetBiz information at http://vetbiz.gov. The solicitation package and drawings should be available for download on or about Feb 28, 2018 and the proposal due date will be on or about April 6, 2018. An organized site visit will be scheduled and the information will be made available at time of solicitation issuance. Only one site visit will be scheduled and interested offerors are highly encouraged to attend.
