Background: The US Army Contracting Command-Afghanistan (ACC-A) is only exploring options for Kabul Green Zone Police Force Train, Advise, Assist (TAA) Mentors. The goals of this Request for Information (RFI) is to obtain feedback from industry to assist the Government formalize and further define this requirement. This RFI is an early exchange with industry as authorized in FAR 15.201(c) and (e). B. Introduction: THIS IS A RFI ONLY - This RFI is issued solely for information and planning purposes - it does not constitute a Request for Proposal (RFP)/Request for Quote (RFQ) or a promise to issue an RFP in the future. Solicitations are not available at this time. Requests for a solicitation will not receive a response. This notice does not constitute a commitment by the United States Government to contract for any supply or service whatsoever. All information submitted in response to this announcement is voluntary; the United States Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the United States Government. Not responding to this RFI does not preclude participation in any future solicitation (if one is issued) that may result from this RFI. If a solicitation is released, it will be synopsized in the Government Point of Entry ( http://www.fedbizopps.gov ) which is for all sources and in the Joint Contingency Contracting System (JCCS) ( https://www.jccs.gov ) website which is for local sources from Afghanistan. All sources wanting to participate in any future requirement with performance in Afghanistan must be registered in JCCS. As such, it is the responsibility of a potential offeror to register and monitor these websites for any information pertaining to this requirement. You are required to submit a cover sheet with your company's name, cage code, and address and include the business Point-of-Contract (POC) (name and email) that we may communicate with regarding this RFI. Provide a capability statement in regards to your company's ability to deliver the type of services described in attached draft Performance Work Statement (PWS); we are also soliciting comments for the draft PWS. Compnay information provided to the Government in response to this RFI will be considereed privlledge commercial information and protected from disclosure under exemption (b) (4) of the Freedom of Information Act. The Government will not disclose or share any company information outside the U.S. Government and its U.S. Government support contractors. No classfied of For Official Use Only (FOUO) information should be included in your response. The Government will publically post our response(s) to question(s) received from this RFI; however, the identity of the firm submitting the questions will not be disclosed. C. Questionnaire: We recommend that you read the PWS (Attached to this RFI) before responding to the questions below. We highly encourage participation in this RFI in order to achieve an understanding of best practices within the industry. Please provide a full and detailed explanation for each of the following questions. 1. Do you have an existing familiarity with Green Zone Police Force Train, Advise, Assist (TAA) mission in Afghanistan or in a location that present the same or similar challenges as that of Afghanistan? 2. What roles would you anticipate filling with local national (LN), third country national (TCN; "an employee working temporarily in an assignment country, who is neither a national of the assignment country nor of the country is which the corporate headquarters is located"), vs U.S. personnel? 3. Are there any security concerns you may have? 4. Do you have the ability to execute a contract of this size and magnitude or would you have to build a team to support a contract of this size in Afghanistan? 5. How long would it take to prepare a proposal of this magnitude? 6. Can this requirement be awarded as a firm fixed price? (If not, why) 7. What do you see as the biggest challenge supporting this contract in Afghanistan? How would you recommend mitigating these challenges (if any)? 8. What additional information would you like to see addressed or added to the contract solicitation to make it easier for you to put together a proposal? 9. Did the PWS clearly explain the requirement? Alternatively, are there areas of ambiguity that require clarification? Please identify the PWS paragraph and number needing such clarification in your response. D. Submittal Information: Responses to this RFI shall be submitted at your earliest convenience but not later than 19 February 2018 by 5:00 PM Local Afghanistan Time. The Government requests that interested parties answer each of the questions in this RFI ( Section C above) with a brief statement/response. Responses or inquiries about this RFI shall be submitted electronically via e-mail to: stonnie.w.martin.ctr@mail.mil. The subject of your email must include your company's legal name, the nature of your email and include the RFI number. Again, the Government will publically post our response to questions received for this RFI without disclosing the identity of the firm submitting the question. E.
