Description
THIS IS A REQUEST FOR INFORMATION ONLY This request is solely for information and planning purposes, it does not constitute a Request for Proposal (RFP), a pre-solicitation synopsis or a promise to issue an RFP in the future. Combined Security Transition Command-Afghanistan (CSTC-A), in coordination with North Atlantic Treaty Organization (NATO) nations and partners, international organizations, donors and non- governmental organizations, supports the Government of the Islamic Republic of Afghanistan (GIRoA) in its efforts to develop and sustain the Afghan National Defense and Security Forces (ANDSF), the Ministry of Interior (MoI), and the Ministry of Defense (MoD) develop leaders and leadership structure; and establish enduring institutional capacity to enable accountable Afghan-centric security to the country. CSTC-A helps oversee training and equipping of Afghan forces throughout Afghanistan and provides logistics support to ANDSF, MoI, and MoD consistent with that mission. As an element of logistics support, the U.S. Government has identified an enduring requirement to ensure that adequate supplies of Petroleum, Oil and Lubricant (POL) products are available to MoI and MoD training sites, operating sites, operational forces, and national-level management and leadership activities. This request does not commit the Government to contract for any supply or service whatsoever. Army Contracting Command-Rock Island (ACC-RI) is not at this time seeking proposals and will not accept unsolicited proposals. The U.S. Government will not pay for any information or administrative costs incurred in response to this request; all costs associated with responding to this request will be solely at the interested party's expense. Not responding to this request does not preclude participation in any future RFP, if any is issued. It is the responsibility of the potential offerors to monitor this site for additional information pertaining to this requirement. ACC-RI is seeking industry comment on the following: Embedded Electronic Metering The U.S. Government requires embedded electronic metering capability on all fuel delivery vehicles. Metering capability shall be capable of printing a delivery ticket with quantity dispensed, location, date, and time of delivery. The Contractor shall have the ability to take a photo of the printed delivery ticket and send it to the Operations Center immediately upon completion of fuel delivery. All meters used in determining product volume shall be calibrated using API MPMS, Chapter 4, Proving Systems with the frequency required by local regulation (foreign or domestic). If no local regulation exists, then the frequency of calibration shall be that recommended by the meter manufacturer of every six months, whichever is more frequent. 1. Is it standard practice for Contractor's to have embedded electronic metering capability on all fuel trucks in Afghanistan? 2. If it is NOT standard practice for Contractor's to have embedded electronic metering capability on all fuel trucks in Afghanistan, what would the lead time be to procure, install, and train drivers on the use of an embedded electronic meter? 3. What is the average per unit cost for an embedded electronic meter installed in a fuel delivery vehicles? 4. The Contractor shall have the ability to take a photo of the printed delivery ticket and send it immediately upon completion of fuel delivery. Is this capability realistic, is it reasonable to require all drivers to have this capability? Is there mobile phone coverage available within all of Afghanistan?
