- Description
- The Naval Air Warfare Center Weapons Division (NAWCWD), Point Mugu, CA, intends to award a Firm Fixed Price contract using other than full and open competition procedures. Negotiations, in accordance with FAR Part 15, will be conducted with Pulse Systems, Inc. located at 100 Energy Dr. Canton, MA 02021. The Government anticipates contract award May 2018. In accordance with FAR 6.302-1(a)(2)(iii) only Pulse Systems, is the sole manufacturer of the Radar Transmitting Set, P/N TR-1018 configuration which possesses the unique capability to provide power supply and modulator to satisfy the minimum needs of the Government. The proposed contract action is for supplies for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. This notice of intent is not a request for quotation. However, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct competitive procurement. The proposed contract action shall fabricate, test and deliver the Radar Transmitting Set, quantity of eleven (11), p/n TR-1018. This effort will include coordination with the Airborne Threat Simulation. To be eligible for an award, prospective contractors must be registered in the System for Award Management (SAM) database at the following website: https://www.sam.gov/portal/public/SAM/. The solicitation will be issued on 26 February 2018 and will be available through the Federal Business Opportunity website at https://www.fedbizopps.gov. The estimated award date is 25 May 2018. All responses/requests shall be submitted in writing to email: jennifer.felton@navy.mil. This notice is NOT a request for competitive proposals.
