CONTRACTING OFFICE ADDRESS Department of the Navy, Naval Facilities Engineering Command, Northwest, Non-Regional Contract Team, Attn: Pam Pratt, 1101 Tautog Circle, Silverdale, WA 98315 DESCRIPTION This is a Sources Sought notice only. This is not a solicitation announcement and as such, there is no Request for Proposal (RFP) documents to download. This is a market research tool being utilized to determine the availability of qualified sources. The Government is seeking mitigation credits from a USACE certified Mitigation Bank or In-Lieu Fee Program (ILF) for the Puget Sound Area within the potential Service areas of Naval Base Kitsap Bremerton, Naval Base Kitsap Bangor, Naval Station Everett, Naval Air Station Whidbey, and the Naval Magazine Indian Island. Potential and currently available credits are specifically sought for compensatory mitigation of marine influenced riparian, marine intertidal (vegetated and non-vegetated), and marine subtidal (vegetated and non-vegetated). Inland freshwater wetland credits are also an identified need, secondary to marine nearshore and deep water habitat. Responses to this Sources Sought will not be considered responses to a future solicitation announcement. No telephone calls will be accepted requesting a bid package or solicitation because there is no bid package or solicitation at this time. Information regarding the technical point of contact will not be given and no appointments for presentations will be made. The general scope of this market research is to identify sources for available and potential compensatory mitigation credits certified by the U.S. Army Corps of Engineers (USACE). Under the current lack of existing mitigation banks and ILF Programs within Puget Sound, it is expected that development of these entities would be necessary over the next two to five years to produce saleable credits. This request for information does not constitute market research to create or manage a mitigation bank for the Navy as the propriety sponsor, but is focused on acquisition of credits. The primary need is for credits that can serve as compensatory mitigation for any combination of marine riparian, intertidal, and subtidal habitat functions, with a lesser priority identified for upland freshwater wetlands mitigation credits. SUBMISSION REQUIREMENTS: Interested sources are invited to respond to this sources sought announcement by using the forms provided under separate file titled Sources Sought Information Form. The total number of pages is limited to 15 single sided 8 ½ x 11 pages for the Sources Sought Information form response and two single sided 8 ½ x 11 pages for a cover letter. The attachments include the following requirements: Customer point of contact including phone number Narrative description of the product/services provided by your firm Type of compensatory mitigation and vicinity where a mitigation bank or ILF Program might be anticipated Projects that do not include all information requested will not be considered when determining if qualified experience has been demonstrated. Please respond to this Sources Sought announcement by March 9, 2018 to Department of the Navy, Naval Facilities Engineering Command, Northwest, Non-Regional Contract Team, Attn: Pam Pratt, 1101 Tautog Circle, Silverdale, WA 98315. No reimbursement will be made for any costs associated with information provided in response to this announcement and any follow-up information requests. Respondents will not be notified of the results of the evaluation.
