Description
The Naval Air Warfare Center Aircraft Division intends to procure the MHU-83D/E, Truck, Lift, Aerial Stores Loader. Reference SOLICITATION NUMBER N68335-18-R-0108. Solicitation N68335-18-R-0108 will be issued as a 100% Small Business Set-Aside request for proposal (RFP). This procurement is for the MHU-83D/E, Truck, Lift, Aerial Stores Loader to replace the legacy A/S32K-1E for the USMC ordnance community to perform ordnance/store loading operations on AV-8B, EA-6B, F/A-18 series, AH-1W, AH-1Z, UH-1Y, and F-35 B/C. The MHU-83D/E will be used by USMC personnel to acquire weapons from transportation trailers, transit established flight lines and Expeditionary Airfield (EAF) areas to where the aircraft waiting for the weapon upload/download is stationed, and position the weapon in the appropriate location under the aircraft so that the upload/download evolution can be completed. The Government anticipates the award of a Fixed Price Indefinite Delivery Indefinite Quantity (IDIQ) type contract with a minimum quantity of six (6) Low Rate Initial Production (LRIP) units to be purchased under the first delivery order. After successful completion of a physical and functional configuration audits and Government suitability and supportability evaluation, the Government plans to issue delivery orders for the production units over four (4) production years for up to three hundred and five (305) production units. Award of the contract resulting from this solicitation will be made to the Offeror whose proposal represents the lowest price, technically acceptable offer to the Government. Contractors must be registered in SAM. Requests for Information (RFI) were issued for this effort on November 27, 2017, under N68335-18-RFI-0108. Solicitation N68335-18-R-0108 will be issued as a 100% Small Business Set-Aside request for proposal (RFP) as concurred by the NAVAIR Office of Small Business Programs. The solicitation and any amendments will be posted on FedBizOpps under N68335-18-R-0108. Hard copies of the solicitation and amendments will NOT be mailed to the contractors. The solicitation will be posted on FedBizOpps, on or about 16 April 2018. The Government will not accept electronic proposals.
