- THIS IS A SOURCES SOUGHT SYNOPSIS FOR WRITTEN INFORMATION ONLY. THIS IS NOT A SOLICITATION ANNOUNCEMENT FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS ANNOUNCEMENT. The United States Environmental Protection Agency (EPA), Emergency Response branch in the Superfund division requires contractor support to provide environmental consulting services in the environmental clean-up industry. The purpose of this announcement is to identify potential small businesses with the capability to perform the requirements defined in the attached draft Statement of Work (SOW). The North American Industry Classification System (NAICS) code for this requirement is 541620, Environmental Consulting Services, with a size standard of $15 Million. This industry comprises establishments primarily engaged in providing advice and assistance to businesses and other organizations on environmental issues, such as the control of environmental contamination from pollutants, toxic substances and hazardous materials. These establishments identify problems, measure and evaluate risks and recommend solutions. They employ a multidiscipline staff of scientists, engineers, and other technicians with expertise in areas, such as air and water quality, asbestos contamination, remediation and environmental law. Most of the technical support that the contractor shall be tasked as applicable for nationally consistent advisory and assistance to EPAs On-Scene Coordinators (OSCs) and other federal officials implementing EPAs responsibilities under the national response system for the Superfund Technical Assessment and Response Team (START) class of contracts. These services primarily support the Emergency Response Branch in the Superfund Division at the Region 4 (AL, FL, GA, KY, MS, NC, SC, TN) and Region 5 (IL, IN, MI, MN, OH, and WI) 5, EPA. The interested party shall be prepared to provide scientific/technical support and align its activities with EPA activities to further the Agency's primary mission: The protection of human health and the environment. The majority of work that an offeror would be tasked per the SOW as follows: - 2.A.1 - Emergency Response - 2.A.3 - Oil Spill Response - 2.A.5 - Fund lead removal - 2.C.2 - Removal Site evaluation -Are you able to respond in the requested response timeframes specified in Appendix M of the SOW? If so, please support your capabilities (i.e. location of facilities, personnel, equipment). If not, what are your limitations? -What existing expertise does your company have with process behind listing sites to the National Priorities List (NPL)? In your response, include recent projects your company has been the prime for any phases of that process including: 2.C.1 Pre-CERCLIS Screening, 2.C.3 Preliminary Assessment, 2.C.4 -Site Inspection, 2.C.5 Combined Preliminary Assessments/Site Inspections, 2.C.10 Preliminary Site Scoring, and 2.C.11 Hazard Ranking System/National Priorities List Packages. - Do you have the necessary expertise to utilize, maintain, and calibrate the wide variety of equipment necessary for the SOW? If so, please describe your expertise depth and breadth in relation to use, maintenance, and calibration of specific equipment. If not, please describe limitations and any proposed strategy to mitigate them? List of Equipment does not have to be an entire list. (SEE ATTACHED EQUIPMENT). - Are you able to respond to multiple sites simultaneously? If so, please describe your capability, including limitations such as maximum number of sites and/or complexity of site response? - Are you able to ramp up staffing to meet site needs? How many staff can you mobilize onto a site within three (3) days? Please describe if you are dependent upon external resources. All interested parties will submit a capability statement separately for each region of no more than twenty (20) single pages on standard 8.5in by 11in paper with a font size no smaller than 10. You may submit a capability statement for only one region or both. Electronic submissions shall be in a PDF format and less than 10MB as email boxes in our office have limited capabilities; therefore, it is advised to submit electronic responses 24 hours in advance and verifying electronic submissions were received. Submit responses to both Thomas Harrison and Sara King to the following email addresses: Harrison.Thomas@epa.gov and king.sara@epa.gov. Responses are due no later than 2:00PM (CST) on March 19, 2018. The Government shall evaluate each capability statement based on the interested party's demonstrated qualifications, capabilities, expertise, experience and past performance in each of the areas above that is included in the draft SOW. Interested parties shall describe their ability to provide all necessary labor, materials, services, equipment and facilities in support of the efforts required by the SOW. Social and Environmental submission requirements: Interested Parties shall provide their size status for the above referenced NAICS, (i.e. large, small) and whether or not they are a certified HUBZone, small disadvantaged, woman-owned, veteran, service-disabled veteran-owned, or 8(a) small businesses concern. The EPA reserves the right to set this action aside for small businesses.
