- The Government is looking potential contractors that can actually perform the below services. 1.0Title: Operation Medical Director for the Defense Supply Center Columbus (DSCC) Installation. 2.0Introduction: The Operational Medical Director (OMD) (hereinafter referred to as "the contractor") shall provide a qualified individual to provide care and treatment to patients experiencing a medical emergency at the Defense Supply Center Columbus (DSCC) Installation, on call basis. Contractor will serve as Operational Medical Director for the Defense Logistics Agency (DLA) Installation Support Columbus, Fire and Emergency Services (FES). The contractor shall perform to the standards in this Performance Work Statement (PWS). 3.0Background: The Defense Logistics Agency is the Department of Defense's logistics combat support agency, providing worldwide logistics support in both peacetime and wartime to the military services as well as several civilian agencies and foreign countries. A requirement was submitted to DLA Contracting Service Office Columbus to award a contractor as "Operational Medical Director". Defense Logistics Agency (DLA) Installation Support Columbus, Fire and Emergency Services (FES) does not have the capability to perform the required services. No other government agencies are known to have the capabilities to complete the PWS requirements which are outlined here. Government expects to receive multiple offers from qualified candidates with a minimum of 5 years of experience working with military installations and currently be licensed by the State of Ohio, practicing as an emergency room physician. DLA FES has responsibility for approximately 8,000 personnel on DSCC and has historically responded to approximately 300-500 Emergency Medical Services (EMS) calls annually. Within the next two years and based on the projected increased missions of DSCC, we are estimating an increase in DSCC population of an additional 1,000-1,500 personnel. We also are approximating an increase in EMS responses due to the growth of DSCC. 4.0 Scope and Tasks: 4.1. Due to the unique mission associated with a military installation, contractor must have experience and familiarization with federal government and military policies and procedures. Contractor must be able to adapt to the requirements of the F&ES mission associated with DSCC. Contractor must provide 5 years of proof of experience working with military installations and currently be licensed by the State of Ohio, and practicing as an emergency room physician. 4.2. Currently, DLA FES operates under approved protocols that meet the needs of the current mission. Protocols are procedures utilized by basic and advanced EMS DLA FES personnel to reference and follow when rendering patient care and treatment. Contractor must utilize current protocols established, however, as mission warrants can recommend changes to protocol. 4.3. Contractor will serve as a liaison between DLA FES and local health care facilities within Ohio. Liaison duties include, but are not limited to, the establishment and approval of the emergency medical services pre-hospital care protocols; provides the authority for up to 30 EMS personnel from basic to advanced EMS certification to render treatment; complete quarterly EMS training classes; complete trauma training for FES personnel annually IAW State of Ohio requirements; approve re-certification requirements for FES personnel (State and National); establish and approve list of authorized medications to utilize and purchase; ensure compliance for EMS Medical Director in Ohio Administrative Code (OAC) 4765-3-05 which is available at http://codes.ohio.gov/oac/4765-3-05. Attachment # 1 has the Medical Director in Ohio Administrative Code (OAC) 4765-3-05. 4.4. Assists the DLA FES Fire Chief with the review of all EMS incidents and incident reports to ensure quality control. The contractor will review all incident reports for quality control purposes and they are measured against the established EMS protocols. Contractor must be available within two hours of notification request for expert guidance to fire chief or designee, if required. 4.5. Support DLA FES established State approved continuing education site located at DLA FES fire station and criteria to maintain and improve the performance, knowledge and skills of FES personnel for providing emergency medical services including Advanced Cardiac Life Support (ACLS), Pediatric Advanced Life Support (PALS), and Cardiopulmonary Resuscitation (CPR). Continuing education requirements are set forth by the State of Ohio Emergency Medical Services Division and National Standards. 4.6. Organize and provide on a quarterly basis continuing education courses that shall be presented to all FES personnel (up to 30 personnel). The quarterly continuing education courses will be presented once for each work shift of FES on the installation. Continuing education requirements are set forth by the State of Ohio Emergency Medical Services Division and National Registry. Training is estimated (Not to Exceed) 6 hours per quarter. 4.7. Review criteria and continuing education qualification requirements for re-certification of personnel within FES. Approve or disapprove National and State re-certification for FES personnel. Continuing education requirements are set forth by the State of Ohio Emergency Medical Services Division and National Registry. 4.8. Advise FES Fire Chief whenever requested to provide information, knowledge and/or practical skills in order to ensure quality control and to establish a basis for re-certification and performance review as required per certification expiration dates. 4.9. Annually review and update, with the assistance of the Assistant Chief of Technical Services, or designee, the combined EMT Basic, Advanced, Paramedic Protocols and EMS Training Program. The established EMS protocols are written and performed in accordance within the National Guidelines and the State of Ohio EMS Board Regional Physicians Advisory Board. 4.10. Serve as the Supervisory Physician for the DSCC Automated External Defibrillator Program providing medical oversight. Provide advice and consent for proper training and certification. Approve and sign local AED protocols and set the medical standards and criteria for operation of AEDs. Maintain prescriptive authority for the DSCC Automatic External Defibrillator (AED) program. Conduct annual quality assurance program review with FES. After each activation of AED unit, provide a written evaluation to FES (summary assessment and medical assessment) and conduct review with FES on recommendations for medical protocol revisions. 4.11. The contractor must personally approve the DLA FES protocols, changes to protocols, training program and drug licensing program. The contractor, or their appointed designee, will coordinate with the DLA FES on issues other than those previously noted, such as training, Quality Assessment (QA)/ Quality Improvement (QI) review, follow-ups, and incident review. 4.12. Assist in evaluation and review of the Emergency Medical Dispatch program (EMD). The contractor shall approve the selected EMD program written protocol. The contractor shall be responsible for all medical aspects of the EMD program. Additional responsibilities include the medical oversight of the EMD training and certification program, continuing education requirements, recertification eligibility, QA/QI and risk management functions. These responsibilities include recommendations regarding the certification and employment eligibility of individuals found to be unsafe practitioners through employee evaluation and disciplinary due process. 5.0 Period of Performance (PoP): The period of performance shall be one (1) base year and five (5) option years, 12 months each year. 6.0 Work Schedule: The contractor will not have set work schedule instead will mainly be on call. 7.0 Quality Control (QC): The Contractor shall adhere to the Federal/National/State laws and PWS, as applicable. The contractor shall develop and maintain an effective QC program to ensure services are performed in accordance with this PWS and laws. The contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. The contractor's QC program is the means by which it assures itself that its work complies with the requirements of the contract. 8.0. Recognized Holidays: The following are recognized US holidays. The contractor shall at all times maintain an adequate work force for the uninterrupted performance of all tasks defined within this PWS/contract. The contractor shall also provide all information required for background checks to meet installation access requirements to be accomplished by Security Office. Contractor workforce shall comply with all personal identity verification requirements as directed by DOD, HQDA and/or local policy. Should the Force Protection Condition (FPCON) change, the Government may require changes in contractor security matters or processes. 11.0 Physical Security: The contractor shall safeguard all Government property provided for contractor use. At the close of each work period, Government facilities, equipment, and materials shall be secured. 12.0 Invoicing: Payment of invoices will be accomplished by payment through the Defense Finance and Accounting Service. Invoices will be submitted to the Wide Area Workflow system in accordance with DFARS 252.232-7003 Electronic Submission of Payment Requests and Receiving Reports and DFARS 252.232-7006 Wide Area Workflow Payment Instructions within 7 workdays after the conclusion of each services. 13.0 Enterprise Contractor Manpower Reporting: The contractor shall report all contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the Defense Logistics Agency via a secure data collection site. The contractor is required to completely fill in all required data fields using the following web address: http://www.ecmra.mil/. Reporting input will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year, beginning with 2014. Contractors may direct questions to the help desk at: http://www.ecmra.mil/. 14.0 Section 508 Compliance: Section 508 of the Rehabilitation Act requires Federal agencies to make their electronic and information technology accessible to people with disabilities. This applies to all Federal agencies when they develop, procure, maintain, or use electronic and information technology. Any/all electronic and information technology procured through this effort must meet the applicable accessibility standards at 36 CFR 1194. 36 CFR 1194 implements Section 508 of the Rehabilitation Act of 1973, as amended, and is viewable at http://www.section508.gov 15.0 Common Access Card: Common Access Card (CAC) not required. Prior to gaining access to any DLA facility, contractor personnel must be vetted through the local security office. Due to DoD security requirements, foreign nationals and illegal aliens will not be permitted access to any DLA facility. Individuals with outstanding warrants or certain convictions also will be denied access. Contractor personnel must ensure they have the appropriate identification required to access DLA facilities. Contractor personnel entering a DLA facility should anticipate their vehicle will undergo a security check by DLA Security, and should ensure that no drugs, alcohol, or weapons of any kind are found within the vehicle. It is the contractor's responsibility to ensure the personnel performing under this contract can and will meet these requirements for accessing DLA facilities. Names of contractor personnel will be provided to the local POC for vetting purposes no less than one week prior to the class start date. 16.0 C05 Changes to Key Personnel (OCT 2016): Certain skilled, experienced, professional and/or technical personnel are essential for successful accomplishment of the work to be performed under this contract. These are defined as "key personnel" and are those persons whose resumes are submitted as part of the technical/business proposal for evaluation. The contractor shall use key personnel as identified in its proposal during the performance of this contract and will request contracting officer approval prior to any changes. Requests for approval of any changes shall be in writing with a detailed explanation of the circumstances necessitating the change. The request must contain a complete resume for the new key personnel and any other pertinent information, such as degrees, certifications, and work history. New key personnel must have qualifications that are equal to or higher than those being replaced. The contracting officer will evaluate the request and notify the contractor whether the requested change is acceptable to the Government.
