Description
This is a sources sought notice for information only. This sources sought is for the purpose of conducting market research to provide data for planning purposes. This sources sought synopsis announcement does not constitute a formal solicitation, and is not a request for proposal, request for quote, invitation for bid, does not obligate the government to award a contract, issue a solicitation, reimburse respondents for any proposal preparation and/or submittal costs, nor does its issuance in any way restrict the Government as to its ultimate acquisition approach. The Government will not pay for any materials provided in response to this notice and submittals will not be returned to the sender. The US Department of State's Office of International Narcotics and Law Enforcement (INL) at the US Embassy in San Jose, Costa Rica, is seeking potential sources capable of a construction project as follows: To construct and install a prefabricated mobile base camp to be located at the aircraft track at Coto 47 airport. I. Preliminary Work: The preliminary work includes the conditioning of the area in order to install 3 containers for the mobile base camp. This work includes the following: (a)Demolition of the existing building and removal of the communication's antenna that is located in the center of the plot. (b)Develop the final designs of the access road, platform, and utilities and for the base camp (containers). The technical designs for the connection of utilities that include the electricity, sewage and water system shall accomplish with all the local requirements that the host country demands for construction approvals. Also the design shall include the concrete foundation for the containers. Therefore the contractor shall provide all the qualified technical staff that will be responsible of all the designs, and will develop all the drawings according the local regulations based on the pre-designs, drawings and specifications stated in this document. (c)Construction of the access road from the landing track border to the container's patio. The access road shall be constructed with 280kg/cm2 concrete reinforced with Ruredil XF-45 or other with similar or superior features. The access road shall be according to the site plan and the floor detail. The contractor shall develop all the earthwork and backfilling in order to reach the respective floor's levels. Also the contractor shall provide and install a drainage pipe of minimum 50cm in diameter across the road in order to avoid flooding and allow the evacuation of the rainy water through the natural course in the area. (d)Construction of one concrete platform for the Containers' patio and the concrete foundations. The platform for the patio shall be constructed with 280kg/cm2 concrete reinforced with Ruredil XF-45 or other with similar or superior feature. The contractor shall develop all the earthwork and backfilling in order to reach the respective floor's levels and details. (e)Construction of the sewage system network that includes the provision and installation of one PVC Septic Tank (Ecotank type or other with similar or superior features) no less than 2500 liters of capacity. The network shall include all the interconnection PVC pipes and 3 inspection boxes in which the sewage system for the containers shall be connected. The system will include a filtration field for final disposal for the septic tank; this area shall be constructed in the back of the plot. (f)In order to have the potable water required for the bathrooms and kitchen of the containers, the contractor shall build the respective network, that include the PVC pressure pipes, one PVC water tank of 2000 liters with a hydro-pneumatic system (pump of 1/2HP - 310 liters Compression tank). The system shall be connected to the existing water system that is providing water to the existing building. (g)Regarding the electric connection the Contractor shall provide and install the main connection from the existing service to each one of the containers. This work shall be done according the local regulations and requirements of the host country. II. Containers: The Contractor shall provide and install 3 Containers at Coto 47. The Contractor shall procure, deliver, and install the following containers: (a)Container #1: One 40' (2 TEU) Container that includes two dormitories for 4 policemen each, and two bathrooms. (b)Container #2: One 40' (2 TEU) Container that includes one office for two work stations, one dining-room for 10 policemen and one kitchen. (c)Container #3: One 20' (1 TEU) Container that includes two dormitories for 4 policewomen, and one bathrooms. III. Furniture and Equipment: The Contractor shall be given specifications to furnish and equip the containers. The furniture and equipment shall be fixed to the containers (except for the chairs) in order to guaranty the transportation, for this purpose the contractor shall design elements that provide the fixation and facilitate the removal of the items for the respective maintenance. NOTE: The contractor shall be responsible for transportation, meals and lodging of the construction team on the work site (away from the project site). The contractor shall have a representative at the work site to receive materials, which shall be responsible for unloading materials and transporting it to the actual work site. Place of Performance : The work shall be located at Coto 47 Airport in Corredores, Costa Rica. It is located in Puntarenas province, 16 kilometres from the Panama border. This is not a solicitation nor will a solicitation package be issued as a result of this announcement, and no award shall be made as a result of this announcement. In the event that a solicitation is developed, it will be assigned a formal Request for Proposal (RFP) number or Request for Quotation (RFQ) and the announcement will be published on FEDBIZOPPS. RESPONSES DUE For the purposes of this acquisition the applicable NAICS code is 236220. Responses are requested no later than 28 February 2018 at 12:00 PM EST. Direct expression of interest as well as required documentation should be submitted in writing, via email, to IP_Contracting_Team@state.gov, Joonpil Hwang at hwangj2@state.gov, and Anil Nayak at nayakan@state.gov. All prospective offerors are responsible for monitoring this site for the release of all other information pertaining to the synopsis and solicitation. RESPONSE SUBMISSION INFORMATION All potential sources with the capability to provide the requirements referenced in this sources sought are invited to submit, in writing, sufficient information within the page limitations listed below. This information should demonstrate the respondent's ability to fulfill the technical, delivery, and support requirements and be responsive to the technical questions in this RFI as indicated below. We will not answer technical questions or provide additional technical information at this time via this sources sought notice. Responses to this RFI shall include the following: 1. A cover sheet which includes: • Company Name • Address • Point of Contact • E-mail Address • Phone Number • DUNS Number • Primary Business and Market Areas • Business Size and Socioeconomic Status (if applicable) 2. Relevant Construction Project Experience (two (2) page limit): • The potential offerors need to demonstrate that they posses, within the last five years, construction experience similar to that described in this specified source sought category in Costa Rica. Offerors must verify experience commensurate with the construction of excavation, modular buildings, and furnishing and equipping in Costa Rica. • Experience described above needs to include the offeror's role, primary contractor or sub-contractor. Each project experience needs to include the contract number, the US Agency or private company that awarded the contract and contract monetary value. • Potential offerors need to possess Costa Rica permits and licenses to operate legally throughout the territory. Submit copies of such permits and licenses. • The potential offerors need to document experience in coordinating with host nation government(s) or local municipalities to mitigate and solve potential issues. 3. Capabilities of Successfully Completing constructions: • Ability to provide all required design and engineering services, manpower, and materials to construct new buildings or to renovate existing ones; • Ability to provide and deliver required materials and equipment to projects located in Costa Rica; • Capabilities to import all required material and equipment through either sea or air transportation to Costa Rica; • Ability that, should a solicitation be issued in the future for this requirement, offerors should declare if the offeror is applying as a primary contractor, a joint venture or partnership or other as applicable to their submission. • Ability that, should sub-contractors figure into an offeror's plans, the offeror will be expected to specify what percentage of work will be tasked to assigned sub-contractors.
