- The Naval Air System Command (NAVAIR), Naval Air Station (NAS) Patuxent River, MD, PMA 202 intends to negotiate and award, on a sole source basis, a Firm Fixed Price (FFP) Delivery Order to Cobham Mission Systems of Davenport, IA. The Government/PMA 202 needs to procure testing in accordance with the, F-18 RCCA, T-45 RCCA, and NAMRU-D Toxicology Report. PMA 202 would need to initialize Phase 3 testing at Cobham, Davenport, IA. PMA 202 needs to perform an airflow blockage test to simulate ice forming internal to the O2 pathway to fulfill data requirements for WP1.1.1.3.1AT1 and WP1.1.1.3.AT2. PMA 202 would also need to perform variable electrical power tests to fulfill data requirements for WP1.1.1.3.2AT1. Finally, PMA 202 needs to further evaluate Trimethylsilanol, 1, 2-dichloromethane, and Acetone as part of a combined contaminant test similar to the test method used in Phase 2.0/2.5 with Cobham. The Contractor shall assist with test plan development, support activities necessary to prepare for testing including any government reviews or meetings, and provide on-site support during test events. The proposed contract actions for the On-Board Oxygen Generating Systems (OBOGS) are those for which the Government intends to solicit and negotiate with only one source under the authority of 10 U.S.C.2304(c)(1) and FAR 6.302-1, "Only One Responsible Source and No Other Type of Supplies or Services will Satisfy Agency Requirements." Cobham Mission Systems of Davenport, IA is the sole designer, developer, and manufacturer of the On-Board Oxygen Generating Systems and therefore is the only source with the requisite knowledge, experience, and technical data that can meet PMA 202 Government requirements on a timely basis and in a cost effective manner in order to meet fleet requirements. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Interested parties, however, may identify their interest and capability by responding to the requirement. The Government will consider all information received prior to the closing date of this synopsis. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete the proposed contract modification based upon responses to this notice is solely within the discretion of the Government.
