Sources Sought Questionnaire- McChord Field Irrigation Performance Work Statement Sources Sought/MARKET RESEARCH: McChord Field Irrigation The Department of the Army, Mission and Installation Contracting Command (MICC), Joint Base Lewis-McChord (JBLM), Washington, is conducting market research and attaining information to identify contractors that are capable of providing all items/services listed below and the rough cost associated to acquire/perform these items/services. All information is STRICTLY VOLUNTARY. You are advised that providing responses to the questions will not automatically include you in the acquisition process for future solicitation. Disclaimer: This Sources Sought Notice is for planning purposes only and shall not be construed as a Request for Proposals (RFP), Invitation for Bid (IFB) or as an obligation on the part of the Government to acquire any services. Responses to this Sources Sought Notice shall not serve as proposals, bids, or offers, which could be accepted by the Government to form a binding contract. MICC JBLM will not accept unsolicited proposals related to the subject of this Sources Sought Notice. The responder must clearly identify any information it considers sensitive or proprietary. All information received in response to this Sources Sought Notice that is marked "Proprietary" will be handled accordingly. Responses to this Sources Sought Notice will not be returned. Responders are solely responsible for all expenses associated and incurred by responding to this Sources Sought Notice. The Government reserves the right to determine how it should proceed as a result of this notice. The Government is not soliciting offers at this time, and it will be the Contracting Officer who will determine which suggested changes are accepted. A solicitation is not currently available. Responses to this request will be considered for the purpose of determining how the requirements will be stated and how the procurement will be conducted. This sources sought announcement is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation, or to award a contract. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow-up information requests. In accordance with Federal Acquisition Regulation (FAR) 10.001(a)(3)(i), in order to determine if sources capable of satisfying the agency need exists, the Government will consider all Sources Sought (SS) responses received from both large and small businesses. In addition, small businesses, in all socioeconomic categories (including, 8(a) Business Development Program, Small Disadvantage Business, Historically Underutilized Business Zone, Service-Disabled Veteran-Owned, Women-Owned Small Business concerns), must describe their identifying capabilities in meeting the requirements at a fair market price, i.e., information which may help support a set-aside. The Department of the Army, Mission and Installation Contracting Command (MICC), Joint Base Lewis-McChord (JBLM), Washington, is currently requesting information in order to determine the existence of viable commercial sources capable of irrigation maintenance and services on McChord Field, JBLM, WA. The intended contract period is for a 12-month base period with one (1) 6-month option period (1 year and 6 months total). Brief Description of Services: The Government is seeking qualified, experienced sources capable of providing all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items necessary to inspect, repair, and operate irrigation system sprinkler heads, water pipes/fittings, electric valves (solenoids), electrical wiring, controllers (panels), shutoff valves, timers, and check valves/backflow preventers. The Contractor shall document all work performed by the Contractor shall be performed in accordance with all applicable laws, regulations, Army standards, instructions, and commercial practices. JBLM McChord Field has an estimated 60 irrigation systems comprised of Rain Bird and Hunter brand components and covers approximately 80 acres of improved grounds. The Contractor shall provide irrigation services on JBLM McChord Field. These services include, but are not limited to, inspecting, assessing, repairing, operating, performing winterization procedures and submitting reports. Technical Exhibit (TE) 1 shows the areas that indicate the estimated number of irrigation systems, irrigated acres and controller, shutoff and backflow preventer locations on JBLM McChord Field that shall be serviced on a regular recurring basis. TE 2 is a map of McChord Field Cantonment. High Level Objectives. The Contractor shall provide all management, tools, equipment, and labor necessary to inspect, repair, configure/program and operate irrigation systems to include but not limited to sprinkler heads, water pipes/fittings, electric valves (solenoids), electrical wiring, controllers (panels), shutoff valves and timers. Contractor shall document type of system at each location and all discrepancies and submit to COR at the end of each month. The Contractor shall service all areas identified on TE-1 and Appendix-A. All work performed by the Contractor shall be performed in accordance with all applicable laws, regulations, Army standards, instructions, and commercial practices. Inspect and Identify deficiencies of Irrigation Systems. Contractor shall inspect all irrigation systems and their components for proper operation, document deficiencies and submit a bi-weekly report to the COR prior to proceeding with repairs. Report shall describe a plan to complete all inspections before May 31st, 2018, the type of system at each location, number of damaged components, controller model number and location. Contractor will inspect and assess 25% of irrigation systems listed on Appendix A in the first two weeks, 50% in the second two weeks etc. with all systems inspected and assessed by May 31st, 2018. Percent of Irrigation Inspected and Deficiencies Identified per Contract Requirement April 1st-April 15 (25%) April 16th-April 30th (50%) May 1st-May 14th (75%) May 15th-May 31st (100%) *Please see Performance Work Statement for a complete description of work. All comments and/or questions regarding the draft PWS and associated documents shall be submitted and received by the response date listed in this posting via e-mail to nikkita.cortes.civ@mail.mil. If applicable, comments should reference a specific paragraph of the PWS or associated document. All timely submissions will be reviewed and the final PWS and associated documents may contain changes as a result of input received.
