- Notice of Contract Action (NOCA) - QF-16 Full Scale Aerial Target (FSAT) - The Air Force Life Cycle Management Center, Testing and Training Division, Aerial Targets Branch, Contracts Office, Eglin AFB FL intends to award a sole source contract to Boeing Company, Defense, Space & Security, 6200 J S McDonnell Blvd, St. Louis, MO, 63134-1939 to conduct Radar Cross Section (RCS) measurements of a new (repainted) QF-16 mission configuration required by the Director, Operational Test and Evaluation (DOT&E). This contract will provide the measurement data and analysis needed to validate the new QF-16 mission configuration (hereafter ‘repainted') RCS model required by DOT&E. The Contractor will be responsible for conducting the RCS measurements at a Contractor-provided test facility certified under the National RCS Measurement Facilities Certification Program. It is anticipated that the contract will be awarded 1st Quarter FY19. The period of performance will be 8 months from award through final contract data requirements list (CDRL) delivery. The RCS measurement must be sufficient to support validation of an RCS model. Historical data (weapon programs lessons learned) established that high-confidence model validation can only be accomplished through the use of whole-body, far-field measurements that account for all of the targets spatially distributed radar scattering centers. The validated model is used in an ordered process that applies high fidelity weapon simulations and live fire test results to predict real-world weapon performance, particularly, weapon lethality as required under Title 10 United States (US) Code 2366. The Government has determined that the only way to prevent any adverse impact to critical mission activities that could result from availability of threat representative full scale aerial targets in support of Title 10 Live Fire and Lethality operational testing is to issue a contract to the incumbent vendor. The North American Industry Classification System (NAICS) code for this proposed acquisition is 488190 with a size standard of $32.5M. The Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. This NOCA neither constitutes a Request for Proposal (RFP) or Invitation for Bid (IFB), nor does it restrict the Government to any specific acquisition approach. This NOCA is for information and planning purposes only and is not to be construed as a commitment to a contract by the Government. POC is Mr. Joseph P. An Ombudsman has been appointed to hear concerns from offerors or potential offerors.
