Description
The contractor shall furnish all labor, material, and equipment needed to fully manage and perform all operations for the collection and transportation of refuse and single-stream recyclable material. Single-stream recycling consist of: Aluminum cans and foil Aseptic packaging and gable top containers Steel and tin cans Plastics Paper Fiber The contractor shall transport all recyclable material collected to a recycle collection/recycler company. The contractor shall transport all refuse collected to the Utah State approved solid waste disposal facility under contract with Tooele Army Depot (TEAD). All licenses, taxes, and permits required by local, state, or federal governments shall be the contractor's responsibility. Landfill fees for the actual tonnage disposed shall be the Government's responsibility. The contractor is responsible for all transportation costs. The requirement is anticipated as a five-year (base period plus four option periods) firm-fixed price effort. Three sizes of containers are required in performance of the required services--6YD containers, 15 YD containers and 30 YD containers. Fifteen 6 YD containers are required. Fifteen (15) YD containers are required for disposing of concrete, paving, earth and other heavy materials in order to lift the container for emptying. 30 YD containers are used for other waste. The quantities of refuse generated at Tooele Army Depot and Tooele Army Depot South will vary due to factors such as workload, number of employees, and seasonal variations. The following quantities were disposed of by Tooele Army Depot at the Tooele County Landfill during Fiscal Year 2016. The Government will not be limited to, or be required to produce, the following quantities: TEAD - 251 roll off containers - dump & return 1577 tons TEAD South - 8 roll off containers - dump & return 45 tons This notice neither constitutes a Request for Proposal, nor does it restrict the Government to an ultimate acquisition approach. It should not be construed as a commitment by the Government for any purpose nor will the Government pay for information solicited. Responses to this Sources Sought notice will be used by the Government to make appropriate acquisition decisions. Responses must include the following: 1) Company name and address 2) Business size classification (Small, Small Disadvantaged (SDB), 8(a), Woman-owned Small Business (WOSB), Veteran Owned Small Business (VOSB), Service Disabled Veteran Owned Small Business (SD-VOSB), Historically Underutilized Business Zone(HUBZone) small businesses including the number of employees and the number of years in business. 3) Interested offerors shall provide a summary of their capabilities and past performance experience on similar efforts.
