- NOTICE OF INTENT TO SOLE SOURCE: The Veterans Health Administration (VHA) Program Contracting Activity (PCAC) intends to negotiate on a sole-source basis with Spur Design, LLC., a Service-Disabled Veteran Owned Small Business (SDVOSB), to provide design services to complete a full set of drawings and specifications to construct a new, 10 bed Medical Intensive Care Unit (MICU) of approximately 13,550 square feet using current criteria to allow for decompression of the combined 19 bed MICU/SICU in the existing main medical center. The new beds will replace existing MICU beds located on the second floor of B-38. This project will permit the relocation of beds into new compliant NSF/bed space. This project will be constructed at the second-floor level (on stilts), north of existing B-38. The North American Industry Classification System (NAICS) code for this requirement is 541310 with a small business size Standard of $7.5 million. The authority for restricting competition on this requirement is 38 U.S.C. 8127(c), known as the Veterans First Contracting Program, which provides the authority to directly contract with an SDVOSB or a VOSB. The decision to make a sole-source award is a business decision wholly within the discretion of the Government. This Notice of Intent is not a request for quotes or proposals. No contract award will be made on the basis of quotations or proposals received in response to this notice. No solicitation document exists and no telephone or email inquiries will be accepted. Any responsible source who believes it is capable of meeting the requirement may submit a capability statement to donald.marsh2@va.gov no later than March 2, 2018 at 2:00 PM ET. A determination not to compete the requirement based upon the responses to this notice is solely within the discretion of the Government. This notice does not obligate the Government to award a contract. The Government will not pay for information provided in response to this notice. The Government reserves the right to use information provided by respondents for market research purposes.
