Description

This is a Notice of Intent published in accordance with Federal Acquisition Regulation (FAR) 5.101(a)(1) requiring the dissemination of information regarding proposed contract actions. This Notice of Intent is for a proposed award of a sole source, firm-fixed priced GSA Federal Supply Schedule (FSS) task order pursuant to FAR 8.405-2 for the requirement based on the application of FAR 83405-6(a)(1)(i)(B). This hereby constitutes a synopsis of the options included in this requirement. The Department of Veterans Affairs, Network Contracting Office 23 intends to award a sole source, firm-fixed price contract to Simplex Grinnell. The fire control system is proprietary to Simplex Grinnell; the Government lacks the required rights to the programming to develop a Full and Open competitive procurement for this effort. Except for replacing the entire system, which will be competed once the system becomes obsolete, developing a full and open competitive approach for this effort is impracticable. Market research revealed SimplexGrinnell is the manufacturer and distributor of the fire alarm systems, and SimplexGrinnell district offices are the ONLY factory trained and certified service providers for the 4100-series fire alarm system. The 4100, 4010 and 4020 series Fire Alarm Systems are microprocessor-based systems, which operate on a life safety software program, which is proprietary to SimplexGrinnell. While this synopsis does not constitute a solicitation, interested vendors may identify their interest and capability to satisfy the requirement. All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. The Government understands Simplex Grinnell is the only vendor that can provide the requested fire alarm maintenance service to their current system. However, vendors that believe they can provide the capabilities required to fully meet the Government's requirement may submit information in writing to shane.galles@va.gov within three calendar days after publication of this notice. Such documentation will be reviewed solely for the purpose of determining whether or not to conduct the procurement on a competitive basis. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
