- Justification for Other than Full and Open Competition-PR0005973 PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE PUBLISHED. The Federal Bureau of Investigation (FBI) intends to negotiate a one-time, sole source, fixed price contract with IntegenX, Inc., 5720 Stoneridge Drive, Suite 300, Pleasanton, CA, 94588-2739, for the purpose of procuring a service agreement for its existing RapidHIT ID and 2000 instruments. In support of the FBI's Rapid DNA Initiative, the FBI Laboratory is currently evaluating the RapidHIT 2000 and ID, Rapid DNA instruments manufactured by IntegenX, Inc. A maintenance service agreement is required in order to move forward with validation studies to aid the implementation of this state-of-the-art technology. This agreement will ensure that updates, preventative maintenance needs, instrument failures, instrument upgrades, and other necessary items are addressed in a timely and cost-effective manner, which, in turn, will ensure that instrument testing can progress unhindered. The maintenance requirements are listed below. • Service agreement for RapidHIT 2000 and ID Instruments o Coverage to include all parts and labor o 1 Preventative Maintenance service visit per year Based on market research, and Government end-users, it has been determined that IntegenX, Inc. is the sole manufacturer and distributor of the RapidHIT 2000 and ID instruments; therefore, they are the only company capable of providing the necessary service and support for this instrument. This notice will be distributed solely through the General Services Administration's Federal Business Opportunities (FBO) Website (www.fedbizopps.gov). Interested parties are responsible for monitoring the FBO site to ensure they have the most up-to-date information about this acquisition. The North American Classification System Code is 811219, Other Electronic and Precision Equipment Repair and Maintenance. The FBI intends to negotiate with only one source under the authority of FAR 6.302-1. Emailed responses will only be considered. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon responses to this notice is at the discretion of the Government. Vendors must be registered in SAM, effective July 29, 2012 to receive government contracts. The FBI uses a financial system that has a direct interface with SAM. Please ensure that your company's SAM information is updated and accurate. This includes TIN, EFT, DUNS, addresses and contact information. The EFT banking information on file in SAM will be what the FBI uses to process payment to your organization.
