Statement of Work ABP Monitoring Systems Southeast Louisiana Veterans Health Care System New Orleans, LA 04/22/2016 ABP Monitoring System Southeast Louisiana Veterans Health Care System New Orleans, LA Department of Veterans Affairs Southeast Louisiana Veterans Healthcare System (SLVHCS) is seeking a Service Disabled Veteran Owned Small Business or Veteran Owned Small Business to deliver an ABP Monitoring System to the SLVHCS. This acquisition is Set Aside 100% Service Disable Veteran Owned Small Business or Veteran Owned Small Business. INSTRUCTIONS TO SOURCES This is a Sources Sought Notice and is not a Request for Quote (RFQ). No solicitation is being issued at this time. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Any information provided to the Government as a result of this Sources Sought Notice is voluntary. To reiterate, this is a Sources Sought Notice that is for planning purposes only and is intended to identify Service Disable Veteran Own Small Businesses or Veteran Owned Small Businesses who can support this requirement. INSTRUCTIONS to SOURCES FOR SUBMISSIONS Interested contractors shall submit a response to Debra James via email at debra.james3@va.gov. Responses are due no later than 2/23/2018 12:00pm Central Standard Time. Within your email please indicate if you can provide all items listed, capabilities information along with information about delivery, installation, manufacturer s warranty, and deliverables. 1, PURPOSE 1.1 The purpose is to provide (6) ABP Monitoring Systems to the Southeast Louisiana Veterans Health Care System (SLVHCS) Medicine Service located at 2400 Canal St, New Orleans, LA 70119. 2. SCOPE 2.1 The Contractor shall provide all listed equipment. All products must meet all salient characteristics defined in this section. 2.2 SALIENT CHARACTERISTICS 2.2.1 ABP Monitoring Systems EQUIVALENT TO: SunTech Medical/ Part Number: 99-0133-01 Specifications/Salient Characteristics: Must have the ability for 24-hour Ambulatory Blood Pressure monitoring Must be TRM approved for utilization in the VHA system Must be compatible with Windows XP or later Capable of storing at a minimum 250 readings Must be able to utilize Oscillometry blood pressure techniques Must be able to provide automated analysis of Ambulatory Blood Pressure levels Must be able to capture at a minimum the following ranges Blood pressure ranges of 25-260 mmHg Hear rate ranges of 40-200 beats per minute Must at a minimum have the following time intervals in minutes 5 minutes 10 minutes 15 minutes 20 minutes 25 minutes 30 minutes 45 minutes 60 minutes 90 minutes 120 minutes Must comply with at a minimum the following validation methods BHS (A/A) ESH ANSI/AAMI SP10:2002 Must include downloaded able software program with at a minimum the following capabilities Windows based Analysis interpretation and reporting Compliance with AHA, ESH and JNC 7 guidelines Each system must include at a minimum the following items One USB interface cable for extrapolation of data from the system 2 Ambulatory Blood Pressure Monitoring Cuffs Carrying pouch Patient belt Monitor 3. DELIVERY 3.1 Contractor shall deliver all equipment to the Southeast Louisiana Veterans Health Care System (SLVHCS) Surgery Services 2400 Canal St, New Orleans, LA 70119 on March 12, 2018. 3.2 Deliver materials to job in manufacturer's original sealed containers with brand name marked thereon. 3.3 Package to prevent damage or deterioration during shipment, handling, and storage. 3.4 Maintain protective covering in place and in good repair until delivery is necessary. 3.5 Any government requested delayed delivery up to 90 days after initial award delivery date, shall be at no additional cost to the Government. 3.6 A pre-delivery meeting will be conducted 60 days prior to initial award delivery date for verification of delivery and installation dates. 4. INSPECTION AND ACCEPTANCE: 4.1 The Contractor shall conduct a joint inspection with the COR upon delivery of tools. 4.2 Contractor shall provide dates of completion of punch list items and replacement parts and/or short ship items from the manufacturer(s). 5. DELIVERABLES 5.1 Operation and Maintenance Manuals 5.1.1 Binders - Quantity (2) each for items 2.2.1 5.1.2 Digital Copies- Quantity (1) each for items 2.2.1 5.2 Deliver compilation of all manufacturer recommended maintenance schedule and operation materials packaged in binder(s) to COR upon completion of installation. 6. SECURITY REQUIREMENTS 6.1 The Certification & Accreditation (C&A) requirements do not apply and a Security Accreditation Package is not required. 7. WARRANTY: 7.1 The contractor shall provide all manufacturers warranty with products upon delivery.
