- N00164-18-S-NB53 - REQUEST FOR INFORMATION (RFI)/SOURCES SOUGHT - HAND HELD IMAGER MINI LONG RANGE DEVICE - FSC 5855 - NAICS 334510 Issue Date: 20 FEB 2018 - Closing Date: 22 MAR 2018 - 2:00 PM Eastern MARKET SURVEY - RFI/SOURCES SOUGHT SYNOPSIS: The Government is issuing this RFI/sources sought announcement as part of a market survey. Naval Surface Warfare Center (NSWC), Crane Division is seeking information from industry about thermal imaging systems that will provide the Operator with a hand held, long range reconnaissance target observation device capable of operation in all lighting and all weather conditions. The hand held imager shall also include an integrated laser rangefinder (LRF). The modeling parameters and targeting task performance for the target observation range performance parameter are described in the attached Performance Specification. The LRF performance parameters are also described in the attached Performance Specification. This is a non-developmental effort and is underway to establish the current state of industry, identify commercial-off-the-shelf (COTS) devices or modified commercial devices currently developed and currently in production that meets the attached Performance Specification. The Required Delivery Date (RDD) for devices is 90 days after date of Contract/Delivery Order (DO) award. NSWC Crane is interested in receiving feedback from industry against the attached Performance Specification. All interested parties are strongly encouraged to submit a White Paper with the information listed, but not limited to, below: White Paper • Questions/Concerns about the Performance Specification - no page limit • Capability of production system as it relates to the Performance Specification - 15 page limit • Procurement Cost Estimates with lead times for availability Submission Guidelines Submissions may be sent by any government or non-governmental entity including commercial firms, non-profit organizations, and institutions of higher education with degree-granting programs in science and/or engineering (universities), or by consortia comprising such concerns. Offerors should submit the white papers electronically prior to 2:00 p.m. on 22 March 2018. Submittals after this date will still be accepted. White papers may be submitted any time prior to expiration of this announcement. Responses from Small and Small Disadvantaged Business firms are highly encouraged. Firms responding should indicate if they are a small business, a socially and economically disadvantaged business, 8(a) firms, historically black colleges or universities, and minority institutions. This sources sought synopsis does not constitute an Invitation for Bids (IFB), a Request for Quote (RFQ), or a Request for Proposal (RFP) and it should not be construed as a commitment of any kind by the government to issue a formal solicitation or ultimately award a contract. The US Government is in no way liable to pay for or reimburse any companies or entities that respond to this announcement.
