- The Naval Air Systems Command (NAVAIR) intends to award a sole source delivery order for technical/engineering services for Target Mission Support Systems (TMSS) for the support of NAVAIR PMA-208 and Naval Air Warfare Center Weapons Division (NAWCWD) Pt. Mugu / China Lake for multi-service target, range and training programs at various Navy and Department of Defense (DoD) installations to Micro Systems, Inc. (MSI), 35 Hill Avenue, Fort Walton Beach, Florida. TMSS technical engineering services support the Navy Aerial Targets, Mobile Land Targets (MLT), Seaborne Targets, Target Control Systems (TCS), Target Auxiliary Augmentation Systems (TA/AS), System for Naval Target Control (SNTC), Tactical Training Ranges, Test and Evaluation (T&E) Ranges and various interfacing platforms and associated programs MSI is the original designer, developer, and manufacturer of the SNTC (all Blocks) systems, as well as the sole integrator of their proprietary systems into Navy targets. MSI is the only Contractor with the requisite knowledge, proprietary rights, experience, and technical expertise to meet the Government's requirements specified herein. Additionally, the Government does not currently possess data rights sufficient to support competitive acquisition of this requirement. Accordingly, they are the only company that can meet the Government's current requirement. It is anticipated that this will be the first delivery order issued under the Basic Ordering Agreement N00019-18-R-0056 projected to be awarded during Fiscal Year 18. NAVAIR intends to procure under the authority of 10 USC 2304 (C) (1), as implemented in FAR 6.302-1, therefore, a solicitation is not available for this procurement. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Responses must be received within 15 days of publication of this notice. Companies interested in subcontracting opportunities should contact MSI directly. The Government is not obligated to and will not pay for any information received from potential sources as a result of this synopsis. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. This Information provided herein is subject to change and in no way binds the Government to solicit for or award a contract. No telephone responses will be accepted Information received as a result of the notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
