- N00164-18-S-NB52 - REQUEST FOR INFORMATION - (V)6 Shelter Enclosure Conversion Coating and Painting - FSC 5865 - NAICS 325510 Issue Date: 20 February 2018 Closing Date: 30 March 2018 5:00PM EST The Government is issuing this RFI in an effort seeking information from companies with the capabilities and facilities to provide Blast Media, Chromate Chemical Conversion, Primer and Topcoat painting, material handle of large components, and metal milling/repair capabilities. Any information submitted by respondents to this request is strictly voluntary. This is not a request for proposal, request for quotation, or invitation for bid, nor does its issuance obligate or restrict the Government to an eventual acquisition approach. The Government does not intend to award a contract on the basis of responses from this RFI or pay for the preparation of any information submitted or for the use of such information. All information received from this RFI will be used for market research purposes only. To the maximum extent possible, please submit non-proprietary information. Any proprietary information submitted should be identified as such and will be properly protected from disclosure. The Government shall not be liable for damages related to proprietary information that is not properly identified. Proprietary information will be safeguarded in accordance with the applicable Government regulations. Responses to the RFI will not be returned. THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes - it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. Further, the Navy is not at this time seeking proposals and will not accept unsolicited proposals. Respondees are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party's expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. If a solicitation is released, it will be synopsized on the Federal Business Opportunities (FedBizOpps) website. It is the responsibility of the potential offerors to monitor these sites for additional information pertaining to this requirement. It is requested the items listed below are addressed/submitted: (1) Indicate if company has blast media capabilities. Types of blast media your company is capable of and do these blast media conform to mil spec MIL-STD-1504C. Preferably aluminum oxide or glass beads per MIL-PRF-9954B. (2) Indicate if company has conversion coating capabilities. Indicate the types of conversion coating your company is capable of and do these conversion coating capabilities conform to mil spec MIL-DTL-5541. Company should be able to coat parts a minimum of 42 x 14 x 1 in to a maximum of 52 x 103 x 7 in. (3) Indicate if company has painting capabilities. Indicate the types of painting your company is capable of and do these painting capabilities conform to mil specs MIL-DTL-53022, Type I. One coat dry film thickness 0.0008 to 0.0012 inches. Paint primed surfaces using epoxy coating MIL-PRF-24635 Type V, Class 2, Grade B. Color Gray Semigloss (Haze) per FED-STD-595, two coats, dry film thickness 0.0017 to 0.0023 inches. (4) Indicate company's material handling capabilities if any. Indicate the types of handling, handling process(es) and handling equipment. Are these process(es) related to a mil spec. (5) Indicate if company has access to a machine shop for small repairs. Indicate the types of repairs that machine shop can handle. Can your machine shop conform to procedures NASM47196, A-A-59158 and NASM33537 to repair Heli-coils (if damaged) on material sizes ranging from 0.3125 ± 0.0625 to 1.25 ± 0.025. (6) Provide a copy of Nadcap certificate if company is Nadcap certified and list which process(es) the company is certified in. (7) Provide a copy of any other certificates and compliances that the company has as it pertains to any of the requested information listed above. (8) Provide company's delivery methods and capabilities. All interested parties are encouraged to submit company and product literature, a white paper no longer than 15 pages, and/or other pertinent information. White papers in Microsoft Word for Office 2000 compatible format are due no later than 30 MARCH 2018, 5:00 PST. Proprietary information, if any, should be minimized and MUST BE CLEARLY MARKED. To aid the Government, please segregate proprietary information. Responses to the Market Survey shall include the following: Submitter's Name Street Address, City, State, Zip Code Business Size Point of Contact (POC) POC Telephone Announcement Number: N00164-18-S-NB52 Contractors must be properly registered in the Government System for Award Management database (SAM). Contractors may obtain information on SAM registration and annual confirmation of requirements by calling 1-866-606-8220, or via the internet at www.sam.gov. At the current time, NO FUNDING IS AVAILABLE for contractual efforts. This RFI/sources sought does not constitute an Invitation for Bids (IFB), a Request for Quote (RFQ), or a Request for Proposal (RFP) and it should not be construed as a commitment of any kind by the government to issue a formal solicitation or ultimately award a contract. The US Government is in no way liable to pay for or reimburse any companies or entities that respond to this announcement. Any costs incurred by interested companies in response to this announcement will NOT be reimbursed. THIS IS A REQUEST FOR INFORMATION (RFI) ONLY to identify sources that can provide blast media, conversion coating, painting, machine repair capabilities and material handling. The information provided in the RFI is subject to change and is not binding on the Government. The Navy has not made a commitment to procure any of the items discussed, and release of this RFI should not be construed as such a commitment or as authorization to incur cost for which reimbursement would be required or sought. All submissions become Government property and will not be returned. If any part of the submittal is classified, please contact the POC for appropriate submission information.
