W9124J-18-R-0001 BRAC Program Management and Large Scale Infrastructure Analysis Services THIS IS PRE-SOLICITATION NOTICE. NO PROPOSALS ARE ACCEPTED AT THIS TIME. The solicitation is expected to be posted within next 3 to 5 weeks. The solicitation will be posted under NAISC code 541618 "Other Management Consulting Services", with the size standard of $15M. It be solicited under unrestricted, full and open competition. The period of performance is from 01 December 2018 - 30 November 2019 plus four (4) 12 month Option years. Request for Information was posted under W9124J-18-R-0001, dated 7 20 November 2017. This requirement is for the acquisition of Program Management (PM) support services for the Office of the Assistant Chief of Staff for Installation Management (ACSIM) Base Realignment and Closure (BRAC) Division and for Large Scale Infrastructure Analysis (LSIA) in support of Headquarters, Department of the Army activities. Services include program, logistics, industrial, and environmental management; property conveyance; resource management and congressional reporting support; munitions and explosives safety functions; and support for coordination of BRAC tasks with Senior DoD, Secretariat and Army (service level) staffs. The LSIA portion, which comprises a large portion of the requirement, consists of assistance with planning for and setting the conditions for large scale infrastructure analyses, up to and including a future BRAC round; and assistance with preparing for, gathering data, conducting analysis, developing recommendations, and other support activities up to the point of implementing approved recommendations. This requirement is a follow-on requirement to W9124J-18-C-0006, which was awarded on a sole source basis as a bridge contract, as a hybrid cost-plus-fixed-fee with fixed-price line items for Contractor Manpower Reporting. The previous contract was W91WAW-13-C-0009, as a hybrid contract (FFP plus cost). NO PROPOSALS ARE ACCEPTED AT THIS TIME.
