Description
The Space and Naval Warfare Systems Command (SPAWAR), on behalf of the Multifunctional Information Distribution System (MIDS) Program Office (MPO) (PMA/PMW- 101) plans to increase the contract ceiling under the existing MIDS Joint Tactical Radio System (JTRS) Multiple Award Contracts N00039-15-D-0007 with Data Link Solutions LLC (DLS) and N00039-15-D-0008 with ViaSat, Inc. (ViaSat) due to the addition of several MIDS JTRS efforts that were not planned at the inception of the current contracts and are now required. Due to parts obsolescence, emerging warfighter demands and producibility enhancements, the Government has determined the need to update the Link 16 Waveform, integrate new technology and merge the MIDS JTRS Concurrent Multi- Netting-4 (CMN-4), F-15, F-16 and Block Upgrade 2 Block Cycle 2 (BU2_BC2) baselines into the CMN-4 terminal, hereafter referenced as the MIDS JTRS Modernization Increment 2 (MMI2) Development effort. In addition to MIDS JTRS MMI2 Development, the Government also requires upgrade to the MIDS JTRS CMN-4 terminal, procurement of additional MIDS JTRS terminals as identified by the platforms and retrofits for the new Cryptographic Subsystem/Protected Core Processor (CSS/PCP). The MIDS JTRS technology contains Intellectual Property (IP), with Specially Negotiated License Rights between DLS and ViaSat only, which does not allow providing the technology to third parties. Only DLS and ViaSat can perform the effort without a substantial duplication of cost to the Government that could not be expected to be recovered through competition. The North American Industry Classification System (NAICS) Code for this requirement is 334290. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of 10 U.S.C. 3304(c)(1), and FAR 6.302(a)(1), Only one responsible source and no other supplies or services will satisfy agency requirements. This notice of intent is NOT a request for competitive proposals. Responses to this notice of intent to increase the ceiling of the current MIDS JTRS contracts N00039-15-D-0007 and N0039-15-D-0008 to allow for the additional MIDS JTRS efforts described above should be submitted no later than (15) calendar days from the date of this synopsis to Ms. Lindsay Nickel, Contracting Officer, at lindsay.nickel@navy.mil.
