- Notice of Intent to Sole Source Naval Medical Center San Diego (NMCSD) intends to award a sole source purchase order under the authority of FAR 13.106-1(b), due to only one source being available to meet the Government's needs, to The Lotus Global Group, Inc. (dba: GlobalMed Technologies Co.) at 15499 Arnold Drive, Suite A, Glen Ellen, CA 95442-9661. Reference number is N0025918N0036. Requirement is for (2) Phototherapy Medical Base, (1) Infrared Light Head, (2) Blue Light Heads, and (1) Red Light Head. Global Med Technologies is the only vendor that can provide (2) Phototherapy Medical Base, (1) Infrared Light Head, (2) Blue Light Heads, and (1) Red Light Head that meets the minimum requirements as listed below: Minimum Salient Characteristics are as follows: Requirement is for flexible monochromatic non-laser light platform (LED) that can be applied to a range of skin conditions including, but not limited to, wound healing, the treatment of actinic keratosis (pre-cancers), superficial skin cancers, and acne. Essential characteristic included: 1. Base unit should be able to provide the following multiple wavelengths of light to facilitate the array of treatments; 400nm (blue), 633nm (red), and 830 nm (near infrared). 2. High power to shorten each treatment session and the ability to achieve energy densities consistent with published studies using higher light dosing. The standard treatment time dose should be 20 Minutes. 3. The ability to adjust the shape of light panels (including flatten) to accommodate different body areas and shapes. 4. FDA-approved for multiple indications Vendor must be able to deliver the required items to Naval Medical Center San Diego (NMCSD), 34800 Bob Wilson Drive, San Diego, CA 92134. This notice of intent is not a request for competitive proposals and no solicitation document exists for the requirement. Sources interested in responding to this notice are required to submit a capability statement that includes management and technical data and cost information, in sufficient detail and with convincing evidence that clearly demonstrates the capability to provide the required items. Capability statements shall not exceed 5 (8.5 x 11 inch) pages using a font size no smaller than 10-point. All capability statements received by the due date of this notice will be considered by the Government. A request for documentation or additional information or submissions that only ask questions will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source purchase order. Capability statements are due by 0700am PST, 26-Feb-2018.
