Description
This Special Notice is being posted to elicit feedback on the below Performance Work Statement. All comments and questions are due no later than March 7th, 2018 at 4:30PM EST, email comments and questions to Mary Lu Gilbert, Contracting Officer at marylu.gilbert@va.gov. PERFORMANCE WORK STATEMENT (PWS) Leadership Development Program 1. Background. Cincinnati VA Medical Center leadership would like to engage an external partner for development and implementation of a development series consisting of Advanced Leadership Team Development for up to 70 participants. This would provide training for all current nurse managers, physicians, therapists, a cohort of aspiring nurse leaders, and other VAMC future administrative and clinical leaders to provide them with the skills necessary to drive cultural change. This program shall include developing strengths, personality style preferences, strategy and performance alignment, decision making and problem-solving solutions, team facilitation, and effective communication. 2. Scope: To procure a contract with a vendor that focuses on leadership development and can provide a comprehensive leadership course that will benefit all current and potential future leaders. 3. Specific Tasks. A. In exchange for the fee paid by the Cincinnati VA Medical Center Nursing Service, the contracted vendor shall provide the following services: Leader Development: The vendor shall be able to administer the Denison Organizational Culture Survey (that can only be administered by certified consultants) upon contract award. As many staff as possible working at the Cincinnati VAMC shall be permitted to take the survey. Administration of the Survey shall include an electronic link for the 48-question online survey, which will gauge the culture in 4 areas (mission, adaptability, consistency, and involvement) and compare those results against thousands of organizations to share a baseline of the culture of the Cincinnati VAMC. The Denison Organizational Culture Survey is the preferred survey as the survey s approach, reporting, and comparisons to other organizations have been globally utilized for over 25 years The Survey shall be administered prior to the first of the quarterly sessions. Staff shall be allowed up to 2 weeks to complete the survey. Based on the results of the Survey, the vendor shall create an agenda for the sessions by working with the Steering Committee to determine the order and flow of the sessions. Half day sessions shall be scheduled once every 3 months (quarterly) for the 70 participants until completed. These quarterly in-person sessions with all participants shall include 2-4 hour sessions in one (1) day. Approximately 75% of the participants will be clinicians (nurse managers, physicians, and therapists). Group Coaching shall occur in-person after the half day sessions. The vendor shall facilitate four one-hour Group Coaching sessions to support learning, understanding, and application for development. Sessions shall include preparation, session, and follow-up for each session. Follow-up shall include addressing any specific need(s) a participant may have after a session by providing the necessary tools to assist (for example, help with communicating). There is no max or minimal number of participants per session; participation is voluntary. Materials: Shall include texts, executive summaries, case studies, copies, facilitation supplies, binders, and assessments and be supplied by the vendor. Advisory Council: The VA Advisory Council will consist of 10-15 VA key leaders. The focus of will be to provide these leaders with the opportunity to provide Service specific input to the VA Strategic Plan and then lead the implementation of the plan in their respective Service(s). Leaders will come together to discuss measures of success and share insights on their teams and their roles in leading staff. The agenda shall be developed by the vendor for the meetings. Meetings shall be held at the VA in a meeting room determined by VA. The vendor shall facilitate six (6), one-hour Advisory Council meetings monthly. The vendor shall offer six (6), one-hour individual coaching sessions (to include one-hour coaching calls) for 5 VAMC leaders apart of the Advisory Council throughout the period of performance. Set dates will be determined by the VAMC once the contract is awarded. Leadership and Culture Development Steering Committee: The Steering Committee will consist of 10 key VAMC leaders determined by the VAMC. The focus of the Committee will be to develop a long-term strategic plan for the VAMC. Facilitation of six half day leadership team development sessions. Sessions shall be customized and facilitated with the Steering Committee to optimize the CVAMC team s performance once the Denison Organizational Cultural Survey has been completed and the results have been shared. The vendor shall customize the sessions based on the reports. Individual Coaching Shall include six one-hour coaching calls for the 10 VAMC leaders. The sessions shall accelerate development of the team and enhance individual leadership effectiveness. In addition, the coaching session shall: review dynamics of the team and individual; establish and articulate direction and clear priorities; model the values and behaviors that promote consistency and alignment across the organization; build employee capabilities, foster collaboration, and create a sense of shared ownership; create and manage high-performance organizations and teams; and cultivate environments that maximize human potential and create aligned action. Sessions shall be conducted in person in a meeting room determined by the VAMC. Materials: Shall include texts, executive summaries, case studies, copies, facilitation supplies, binders, and assessments and be supplied by the vendor. Visioning Process The Visioning group will consist of the Steering Committee and additional medical and surgical service chiefs at the VAMC (approximately 10-15 individuals). During this process, the vendor shall assist the Visioning group with crafting a vision for each of the teams that they lead to identify what they will accomplish together. The process shall be centered around relationship and optimal performance to be aligned with the strategy and goals of the VA. This shall happen in the meetings with the vendor. The level of effort shall be based on each individual leader, but shall not be time consuming. The vendor shall develop and provide an online survey specifically for the vision/focus of the Cincinnati VAMC. The survey shall be sent by the vendor via Survey Monkey once the number of participants have been determined. Questions shall be developed by the vendor and focus on future planning that will be identified throughout the year. The vendor shall facilitate four one-hour focus groups at the Cincinnati VAMC for those signed up to share their input/insights into the visioning process. The vendor shall create and administer an external analysis survey with other VAs and health care facilities (between 10-15 sites) to understand best practice, vision, and insights of those locations. The survey shall be created so it s specifically tailored to the VAMC s future planning needs. The survey will be voluntary and sent out by the VAMC s Public Affairs Office. The vendor shall develop a summary report to include the survey results, focus group feedback, and external analysis data. The vendor shall meet with VAMC leadership to share and review results. The meeting shall not exceed 2 hours. Intellectual Property: The vendor shall grant Cincinnati VAMC participants access to use their online tools and applications; online assessments shall be for a one (1) time use. Hardcopy tools shall be provided for continued use as managers and leaders. 4. Other Pertinent Information or Special Considerations. All estimated travel required to perform the tasks associated with the effort shall be included in the vendor s firm-fixed price line items. These costs will not be directly reimbursed by the Government. 5. Place of Performance. All sessions will be held at the Cincinnati VAMC in meeting rooms designated by the VAMC. 6. Period of Performance. One (1) year.
