- Performance Work Statement MRMC DCSRM Financial Analyst Support THIS IS A REQUEST FOR INFORMATION (RFI)/Sources Sought (SS). This RFI/SS does not constitute a solicitation nor does it restrict the Government as to the ultimate acquisition approach. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI. All costs associated with responding to this RFI/SS will be solely at the interested vendor's expense. Not responding to this RFI/SS does not preclude participation in any future Request for Proposal (RFP), if any is issued. This requirement is a follow on to existing requirement reserved for 8(a) companies. Please only respond if you are eligible for award under the 8(a) program. This RFI/SS is to gauge interest in the upcoming requirement for the U.S. Army Medical Research Materiel Command (USAMRMC) Deputy Chief of Staff for Resource Management (DCSRM) requirement for Financial Reporting and Execution Analysis If submitting a response to this RFI/SS, please submit a capability statement that describes relevant past performance based upon the size and scope of this requirement stated below. Contractors shall describe/outline company specific capabilities that match the size and scope stated below: This requirement will provide support services for the following task areas: Objectives: FINANCIAL REPORTS. Provide all requested reports using GFEBS and STANFINS or other USAMRMC approved software in a timely manner. Provide a predetermined set of reports on a monthly basis. BENCHMARKING. Most of the monthly reports will use the OSD published obligation and disbursement goals to determine how well we are utilizing our resources. Provide comparisons of USAMRMC data to OSD targets and analyze variances that exceed certain thresholds. FINANCIAL ANALYSIS. Analyze in depth the monthly reports and identify opportunities for improvement to the DCSRM. Research specific issues related to execution of funds to the detail appropriate to determine causes and analyze quality of data within GFEBS that leads to issues with financial reporting. REPORTS. Provide both written and oral information in a clear, concise, and timely manner in accordance with USAMRMC approved format. ON-SITE EXPERT. Provide on-site expertise to answer financial reporting and analysis related questions and provide assistance as necessary during core hours of operation. The contractor will systematically integrate business and financial management processes to ensure the efficient stewardship of funds. Specific Tasks / Requirements: 1. Prepare monthly reports to include pulling data from GFEBS and STANFINS for consolidation. Reports that are typically produced monthly include: USAMRMC funding profile (pie charts and spreadsheets for all appropriations, direct and reimbursable, at the Command level) for two fiscal years; detailed execution reports for all RDT&E appropriations to include versions by subordinate, by project, by Principal Assistant, by type (President's Budget, CSI, or Supplemental), by Budget Activity, by Program Area Directorate or Joint Program Committee or Primary Manager (if applicable), and by MDEP if applicable for two fiscal years; detailed execution reports for all Procurement appropriations by subordinate for three fiscal years; execution reports for DHP O&M by subordinate for current fiscal year; and O&M, A by subordinate, SAG, and MDEP; RDT&E and O&M reports will include the Department of Defense obligation and disbursement goals and variances based on actual monthly (other appropriations can be completed as needed). 2. Update of Joint Service Chemical Biological Information System (Army) (JSCBIS) information will be completed at the level of detail required monthly. This will require data calls to the subordinate organizations, coordination on any discrepancies or questionable input, and consolidation of information for input into JCSBIS for DTRA. Pulling data from GFEBS in order to complete the necessary monthly or ad hoc reports. 3. Prepare recurring reports such as: USAMRMC One Look report which consolidates all funds by Fund and Fund Center to show execution rates in comparison to OSD targets for obligation and disbursement, BIIDAT for business intelligence information disbursement detail and analysis by fund type and vendor. Prepare other recurring reports as requested by leaders such as unliquidated obligations by contract and by vendor and top vendors with unliquidated obligations. 4. Maintain "conversion" information in Microsoft Excel for use in Microsoft Access database to easily combine and prepare monthly reports. 5. Assist in preparation of data for monthly/quarterly execution reviews as required. This may include Microsoft Excel spreadsheets, "conversion" of data for use in Microsoft Excel, Access, and/or PowerPoint formats as required. 6. Update Command and RM Briefing charts with required financial information as needed (typically monthly). 7. As monthly reports are prepared, make the DCSRM personnel fully proficient and knowledgeable of the information prepared and point out any specific problem areas that may need to be addressed. 8. Analyze the reports and provide summary of conclusions including highlight areas for improvement as needed. 9. Prepare ad hoc reports as needed based on requests from USAMRMC leadership. 10. Serve as a Subject Matter Expert on GFEBS Business Intelligence reporting. 11. Final reports and charts should be in accordance with USAMRMC prescribed format. How to Respond: The formal closing date for this RFI/SS and for the submission of all responses is NLT 2 March 2018 at 5:00 ET. All responses shall be submitted electronically using PDF or MS Word formats to the POC, Mr. Mark Clinger at mark.w.clinger.civ@mail.mil. Each response should include the following business information and be not more than ten (10) pages in length: a) Company name, mailing address, e-mail address, telephone and FAX numbers, website address (if available), and the name, telephone number, and e-mail address of a point of contact having the authority and knowledge to clarify responses with Government representatives. b) Name, title, telephone number, and e-mail addresses of individuals who can verify the demonstrated capabilities identified in the responses. c) DUNS number, CAGE Code, Tax Identification Number, and company structure (Corporation, LLC, partnership, joint venture, etc.). Companies also must be registered in System for Award Management (SAM, at www.sam.gov) to be considered as potential sources. THIS IS A REQUEST FOR INFORMATION ONLY to allow any potential sources that can provide Financial Reporting and Execution Analysis Support Services for DCSRM USAMRMC, Fort Detrick Maryland (in the timeframe required) the opportunity to submit their interest. The information provided in the RFI/SS is subject to change and is not binding on the Government. The Government has not made a commitment to procure any of the services discussed, and release of this RFI/SS should not be construed as such a commitment or as authorization to incur cost for which reimbursement would be required or sought. The Government will not entertain questions regarding this RFI/SS/Market Research. All submissions become Government property and will not be returned. Responses received will be evaluated; however; a determination by the Government not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government.
