Description
PROVISIONS AND CLAUSES FULL-TEXT PERFORMANCE WORK STATEMENT COMBO SYNOPSIS-SOLICITATION Performance Work Statement (PWS) Installation and Training of Tensor Six Degree of Freedom (SDoF) Vibration Test System C.1 Background The Government previously procured a Tensor Six Degree of Freedom (SDoF) Vibration Test System from Team Corporation under W911QX-15-P-0416. The subject test system supports the Army Research Laboratory (ARL) Sciences for Maneuver (SM) Logistics and Sustainability campaign and the Virtual Risk-informed Agile Maneuver Sustainment (VRAMS) Key Campaign Initiative (KCI). Due to Government-imposed delays, a contract modification was issued on 10 October 2017 to remove the installation and training portion from the contract scope of work. Having resolved the Government-imposed causes for delay, the Government now requires installation and training services for the previously delivered SDoF Test System. C.2 Objective The objective of this contract is to have a fully-functional SDoF Vibration Test System and fully-trained Government end users. C.3 Requirements The Contractor shall perform the following installation tasks for the Government-owned SDoF Vibration Test System: • Supervise the uncrating and placement of all Contractor-supplied equipment • Assemble system components into complete test system configuration • Interconnect all Contractor-supplied hydraulic hoses and electrical cables • Perform preliminary system checks • Perform modes-of-operation validation tests/demonstrations (including sine, random, and shock) The Contractor shall perform the following training tasks related to the Government-owned SDoF Vibration Test System: • Familiarize end users with Operation and Maintenance Manual • Describe and demonstrate to end users the periodic maintenance tasks • Describe and demonstrate to end users the operation of test controller C.4 AT-OPSEC Access and general protection/security policy and procedures. This standard language is for contractor employees with an area of performance within Army controlled installation, facility, or area. Contractor and all associated sub-contractors employees shall provide all information required for background checks to meet installation access requirements to be accomplished by installation Provost Marshal Office, Director of Emergency Services or Security Office. Contractor workforce must comply with all personal identity verification requirements (FAR clause 52.204-9, Personal Identity Verification of Contractor Personnel) as directed by DOD, HQDA and/or local policy. In addition to the changes otherwise authorized by the changes clause of this contract, should the Force Protection Condition (FPCON) at any individual facility or installation change, the Government may require changes in contractor security matters or processes.
