- The National Institutes of Health (NIH), National Institute of Diabetes and Digestive Kidney Diseases (NIDDK) has a requirement to acquire a service contract from Rees Scientific by other than full and open competition under the authority of FAR Part 13 Simplified Acquisitions. This acquisition was pursued on a sole source basis as Rees Scientific is the backbone of the existing monitoring system infrastructure. Rees Scientific is the manufacturer and the only company that has the technical expertise and readily available parts inventory to ensure that the instrument downtimes are mitigated to the lowest possible level. Vendors may identify in writing their interest and capability in response to this requirement or submit a proposal. This notice of intent is not a request for competitive proposals. However, all responses received before the closing date of this announcement will be considered by the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. All responsible sources may submit a quotation which, if timely received, shall be considered by the agency. Award to be made based on response offering the best value to the Government considering price and response time. ALL VENDORS MUST ADDRESS THE ITEMS BELOW WHEN SUBMITTING THEIR REQUEST FOR QUOTE The Offeror's past performance will be evaluated after completion of the technical evaluation. Only those Offerors determined technically acceptable will be evaluated. The Government will evaluate the quality of the Offeror's past performance based on the information obtained from references provided by the Offeror and other relevant past performance information obtained from other sources known to the Government. Past performance will not be scored, but the Government's conclusion about overall quality of the Offeror's past performance will be highly influential in determining the relative merits of the Offeror's proposal and in selecting the Offeror whose proposal is considered most advantageous to the Government. The lack of a relevant performance record may result in an unknown performance risk assessment, which will neither be used to the advantage nor disadvantage of the Offeror. Proposals that fail to furnish required representations or information, or that reject any of the terms, conditions, and provisions of the solicitation, may be excluded from consideration. All proposals must contain the required signatures. All proposals should be submitted to the email address listed in this posting.
