Description
Child Care Bullets A. All personnel working with NG children and youth, including Child Youth School Services and Contracted Staff and / or volunteers must have favorable Federal and State Criminal background checks for child care providers, to include, but not limited to Federal fingerprints for supervisors and yearly State checks for staff, as required by the DoDI 1402.5 (see attached) and Army Directive 2014-23 (see attached). LANG Yellow Ribbon Reintegration Program OIC and / or Child & Youth Program Lead Coordinator reserves the right to refuse / deny any individual that does not have a favorable Federal and / or State Criminal background check. B. Child Care Provider must provide Federal and State Criminal Background checks for supervisors and staff to Louisiana National Guard (LANG) Contracting Official NLT 3 weeks prior to execution of event. C. Child Care Provider must provide current driver's license for all supervisors and staff to LANG Contracting Official NLT 3 weeks prior to execution of event. D. Child Care Provider must be annually trained to identify and report suspected child abuse. The Child Abuse and safety hotline telephone number should be posted in highly visible areas at all events where staff, volunteers, parents/legal guardians, and youth have easy access. NOTE: Failure to report child abuse / neglect or safety violations is a criminal offense. E. Child Care Provider must provide CPR and Pediatric First Aid certified supervisors. F. Child Care Provider must carry General Liability coverage, specifically for children's programs and provide documentation to LANG Contracting Official NLT 3 weeks prior to execution of event. G. Child Care Provider must provide staff of teachers and professional child care providers based on ratios established by the National Association for the Education of Young Children for 4 age groups (Infants, Toddlers, Pre-School and School Age). a. Infants (6mo's to 11mo's): 1:2 b. Toddler (1yr to 2yr's): 1:3 c. Pre-School (3 to 5yr's): 1:5 d. School Age (6 to 10yr's): 1:8 H. Child Care Provider must provide stimulating programs on-site with scrupulous attention to children's health and safety needs. I. Child Care Provider must provide age-appropriate, curriculum-enriched environments containing hands-on, creative activities. J. Child Care Provider must provide all children's activity center materials and decorations. This will include, but not limited to, creative, customized schedule of events and age appropriate toys, active games, fun equipment, storytelling, movies, to include any equipment needed for such activities. K. Child Care Provider must provide schedule of events for Infants, Toddlers, Pre-School and School Age to LANG Contracting Official NLT three weeks prior to execution of event. L. Child Care Provider will adhere to the The National Guard Child Youth and School Services Touch Policy, in accordance with AR 608-10 (see attached). This policy has been developed to define the boundaries for appropriate and inappropriate touching of children and youth. a. IAW 608-10, discipline will be in such a manner that is consistent, based on an understanding of individual needs and behaviors of children at varying developmental levels. Simple, understandable rules will be established so that expectations and limitations are clearly defined. b. Discipline will be constructive in nature, including such methods as diversion, separation of child from situations, praise of appropriate behavior; or gentle physical restraint such as holding. c. A child may not be punished by: i. Spanking, pinching, shaking, or other corporal punishment (ref para 4-10 on touch policy). ii. Isolation away from adult sight/contact. iii. Confinement in closets, boxes, or similar places. iv. Binding to restrain movement of mouth or limb. v. Humiliation or verbal abuse. vi. Deprivation of meals, snacks, outdoor play opportunities, or other program components. Short term restrictions on the use of specific play materials and equipment or participation in a specific activity are permissible. vii. Extended periods of "time out" (e.g. in excess of one minute per year or age.) M. Child care services will not be provided for any child care provider staff member, trainer or volunteer (statutory or gratuitous) that is supporting LANG Yellow Ribbon Reintegration Program (YRRP) and / or Child & Youth Program (CYP) events and / or partnered events. N. Child care providers, whether contracted or volunteer, will follow / implement LANG CYP security measures and registration process for children attending event as set forth in LANG CYP Registration / Event Process Standard Operation Procedures. This document will be provided to the Child Care Provider once award has been extended. O. Child Care Provider will comply with all ADA regulations and all reasonable accommodations will be made, as needed. P. Minimum of three (3) rooms will be provided for infants, toddlers and school-aged children. Room sizes must equate to 75 square feet per child. Additionally, rooms must be adjacent to one another or immediately across the corridor. Q. Rooms should have easy access to emergency exits and meet all fire code standards. R. Bathrooms must be in close proximity to child care rooms.
